This announcement is for the purpose of soliciting names of firms or joint ventures interested in submitting an offer for this project. Project title is F-16 Surface Treatment Facility. The U.S. Army Corps of Engineers, on behalf of the Government of Egypt, shall award a fixed-price contract for the construction of a new surface treatment facility at the Helwan Air Base in Helwan, Egypt. Eligible contractors will be limited to (1) U.S. construction firms, (2) joint ventures between U.S. firms including at least one U.S. construction firm, or (3) joint ventures between U.S. firms and Egyptian firms, including at least one U.S. construction firm. To be considered a U.S. construction firm, the firm must perform construction as a significant portion of its business; must be incorporated and have its corporate headquarters in the U.S; must have paid corporate franchise and employment taxes in the U.S. for a minimum of two years and shall have filed state and federal income tax declaration for a minimum of two corporate years, having paid any applicable taxes determined to be due as a result of such filings; and employ U.S. citizens in key management positions. To be considered an Egyptian firm, the firm must be a minimum of fifty-one percent Egyptian ownership, and an independently-owned firm. Firms which are partially or wholly owned by, or otherwise affiliated with the Government of Egypt or its agencies are ineligible. Performance and payment bonds will be required. The estimated cost of construction is between $15,000,000.00 and $ 30,000,000.00. PROJECT SCOPE: This project basically consists of the following three efforts: These are (1) the construction of a new surface treatment facility (STF), (2) the design and construction of a new industrial waste treatment facility (IWTF) to handle all industrial wastes from the STF, and (3) the operation and maintenance of both facilities. The STF will perform chrome, nickel, silver, cadmium and electroless nickel plating and anodizing as required for ferrous and non-ferrous components. Surface preparation, chemical cleaning, stripping and non-destructive inspection operations (temper etch and fluorescent dye penetrant) lines, required to support the wet plating processes, are included. Additional wet processes, such as black oxide, copper and zinc plating, and phosphatization, are also included. Each process consists of a row(s) of dip tanks. These tanks will be equipped with their required ancillary support equipment including utility services, heating or cooling coils, valves and fittings, solution circulation pumps, mechanical agitation, air agitation, rectification, fume exhaust capture and scrubbing systems, process control systems and other accessories. The STF includes a two-story administration area consisting of a training room, conference room, laboratory, offices, break room, sleeping quarters, toilets and lockers. Incorporated throughout the STF's overall layout is space capability for future expansion. The IWTF will be included in the STF construction contract as a design/build effort and shall provide the necessary treatment for all the industrial wastes from the STF. Two one-year periods of operation and maintenance for both facilities are included as options in the contract. CONTRACT PROCEDURES: Both a price proposal and a technical proposal will be required. Source selection will be based on the Best Value method of trade-offs. Evaluation factors will include, at a minimum, price, past performance, experience (design, construction and O&M), knowledge of project, and management capability. A Request for Proposal (RFP) will be issued to prime contractors responding to this notice. Tentative date for issuance of the RFP is 3 April 2000. Tentative date for receipt of proposals is 5 June 2000. Tentative contract award date is 12 July 2000. Contract award will be made on a firm fixed-price basis. Anticipated contract duration is 660 calendar days.
