SYNOPSIS@PHIL.FISC.NAVY.MIL. A. The Fleet Industrial Supply Center
(FISC) Detachment Philadelpia is seeking potential sources to provide
tailoring and alteration services and laundry and dry cleaning services
for the Naval Training Center (NTC) Great Lakes, IL. Services will be
performed at NTC Great Lakes. Complete tailoring service shall be
provided to the recruits, to ensure all Initial and Dress Uniforms are
sized and fitted in accordance with standard Navy uniform regulations.
Fiscal year 1999 recruit population was 49,697. Fiscal Year 2000
projected recruit population is 56,000. The population is approximately
82% male and 18% female. The Government will provide office space. B.1.
Measuring: A complete staff of qualified Fitters will take all
necessary recruit measurements in order to determine a correct size
uniform to issue. B.2. Fitting: Once uniforms are issued and tried on,
the contractor shall inspect all recruits for the quality of fit for
each uniform item in accordance with Naval Uniform Regulations. B.3.
Marking: Upon correctly fitting the recruit, fitters/fabric workers
shall apply the appropriate marking on the uniform requiring
alterations in preparation for the sewing process. This includes all
uniforms that require alterations or adjustments as necessary to ensure
properly fitting garments. B.4. Sewing: Following the marking process,
the contractor shall provide complete sewing service to support all
required and necessary alterations for all uniforms. B.5. Delivery: The
contractor shall deliver all uniforms to the designated location in
preparation for each division to pickup all finished uniforms. B.6.
Final Fit: Once all uniforms have been picked up by the division the
the contractor shall provide (in house) a final fit inspection,
otherwise known as "Tailor II". This is to ensure all recruit uniforms
are properly sewn and fitted in accordance with the uniform
regulation. B.7. Personnel Inspection (PI-3): The contractor shall
provide a Fitter at the divisions (PI-3) inspection of the dress
uniform used during graduation. The contractor Fitter shall correct any
necessary alterations as determined by the Inspector during that time.
B.8. Recruit Rating Badge Service: The contractor shall sew one summer
white/working blue, in season dress jumper/jacket rating badge, and one
working uniform shirt rating badge per qualified recruit, prior to
graduation. B.9. Alterations for Manufacture Defects: Sew buttonholes,
sew on, replace, realign, etc. Re-sew seams, which have burst
before/after, recruit uses. Reset and/or replace. Reset, remove,
replace, belt loops. Re-Sew on manufacturer tags. B.10. Name Tapes: The
contractor shall sew on name tapes. B.11. Support Service: The
contractor shall provide: On site supervision for all tailoring
processes and procedures in clothing issue. Quality assurance programs
which the clothing issue process. Any special request and or custom
fit alterations as needed by the recruit or clothing issue. All
necessary supplies to support the entire fitting and sewing process.
Equipment to support the needs of the operations. The necessary
administrative support and personnel to ensure proper accountability of
these programs. Support service shall include supplies, services, and
labor to support the entire process without deviation to uniform
regulations in support of the fitting and sewing process. The
contractor shall be responsible for uniforms in its possession. No
charge for re-alterations that are due to contractor error. The
contractor shall provide a sufficient number of qualified personnel.
The number of personnel required at anytime may vary due to changes in
recruit training schedule, volume (surge/non-surge), etc. The
contractor shall provide various reports as requested. The contractor
shall advise the Government of any potential performance problems or
management changes. B.12. Laundry and Dry Cleaning: Laundry and dry
cleaning service shall be provided to recruit divisions, which include
a maximum of 540 Recruit Division Commanders (RDC) following
ceremonies. A special weekly uniform, nextday, cleaning service shall
be provided to the RDC's. Inquiries shall be forwarded to Kevin Linden
