COMMERCE BUSINESS DAILY ISSUE OF FEBRUARY 9,2000 PSA#2533HCFA MARKET SURVEY OF INFORMATION TECHNOLOGY The Health Care Financing
Administration (HCFA) located at 7500 Security Boulevard, Baltimore,
MD 21244-1850 is conducting a market survey of information
technology-based products that could potentially be used to reduce
fraud, waste and abuse in the Medicare and Medicaid Programs. HCFA is
specifically soliciting information on products that fall into the
following categories: (1) Health care fraud, waste, and abuse detection
and analysis solutions; (2) Comprehensive health care data analysis
solutions; (3) Fraud, waste, and abuse solutions currently used in
other industries; (4) Solutions that address the core technical
requirements of HCFA's current approach to combating fraud, waste and
abuse (e.g., efficient storage, retrieval and manipulation of large
data sets, enterprise reporting; complex statistical analysis, etc.);
and (5) Solutions that may dictate entirely alternative or
complementary approaches to Medicare or Medicaid fraud, waste, and
abuse detection and analysis. The intent of this market survey is to
collect fraud, waste and abuse detection product information in an
effort to stimulate collaborative discussions in support of future HCFA
and HCFA-sponsored initiatives, and as a method to monitor emerging
technologies and solutions that may benefit HCFA's efforts.
Universities, other Government agencies, foundations, associations, and
other non-traditional vendor organizations who possess products or
technologies with potential application in this area are encouraged to
participate in the survey. No corporate proprietary or otherwise
sensitive information should be submitted as all information collected
will be subject to public release. HCFA will only accept information
on products. Information on service offerings will not be considered,
however, product information regarding software or other technology
products available from vendors only through a service bureau model is
acceptable. Product information or corporate materials in excess of
the survey response will not be accepted at this time. Respondents
will, however, be asked to provide their web site address and other
contact information as part of their survey response, and respondents
may be contacted by HCFA or its agents for further information. This
market survey does not constitute a commitment by HCFA to initiate an
Invitation for Bid (IFB), a Request for Proposal (RFP), or a Request
for Quote (RFQ). The survey instrument, accompanying background
information and instructions for responding may be accessed at
www.hcfa.gov, beginning on or about January 15, 2000. To obtain the
best results when accessing the survey, it is recommended that
