Q -- URINE COLLECTION AND TESTING SOL DEA-HQ-00-R-0012 DUE 033100 POC Penny Hollabaugh, Contract Specialist, (202)307-5177 The Drug Enforcement Administration (DEA) plans to issue a solicitation for an anticipated firm fixed price, indefinite delivery/indefinite quantity contract for collection and testing urinalysis for illegal drugs in accordance with the Federal Drug-Free Workplace Program (DFWP). The contract will be for a period of one (1) year with four (4), one (1) year successive option periods. There will be an estimated yearly quantity of 3,000 to 4,000 specimen collections and laboratory tests. Urinalysis specimen collections will be scheduled at DEA Office locations throughout the continental United States and at Offices in Alaska, Hawaii, Guam, and the Caribbean. The testing laboratory must be located within the continental United States. At a minimum prospective contractor's must be able to provide:(1)A Substance Abuse and Mental Health Services Administration certified laboratory capable of analysis of urine specimens for drugs of abuse in the Federal DFWP and with the ability to expand the testing on a caseby case basis to encompass other drugs listed in the Controlled Substance Act Amendments; (2)A specimen collection process that delivers specimens to the laboratory within 24 hours; (3)A process whereby laboratory urinalysis results be delivered to the DEA Medical Review Officer within 24 hours after receipt of the specimen at the laboratory; and (4)The ability to provide litigation packages as required for specimens confirmed drug positive. This procurement will be conducted under full and open competition. Potential sources must posses or have the ability to obtain a security clearance in order to be considered. Proposals will be evaluated and selection made based on "best value" criteria. Release of the solicitation is on or about April 28, 2000. Approximate contract award date will be March 01, 2001, subject to availability of funds.
