(760) 939-8182 The Naval Air Warfare Center Weapons Division (NAWCWD)
is soliciting proposals for family service center support at the NAWCWD
China Lake, CA, site on a competitive 100% small business set-aside
basis. The Standard Industrial Classification (SIC) Code for this
solicitation is 8744 with a Size Standard of $5M. This solicitation is
part of a Government cost comparison study under Office of Management
and Budget (OMB) Circular A-76 to determine whether accomplishing the
specified work under contract or by Government performance is more
economical. If Government performance is determined to be more
economical, this solicitation will be canceled and no contract will be
awarded. The solicitation will be issued on or about 31 March 2000 and
will be available through the 2.0 Contracts Competency home page at:
http://www.nawcwpns.navy.mil/~contract/homepubl.htm. Some portions of
the Request for Proposal (RFP) may not be available electronically. It
is the offeror's responsibility to contact the Government
Representative cited in the RFP (and listed in this synopsis) in order
to obtain paper copies of those portions of the RFP that are
unavailable electronically. All responsible sources will be considered
by the agency. If you do not have internet access, you need to submit
a written request for the solicitation via mail to: Commander, Code

reference the RFP No. N68936-00-R-0001. The due date for proposals will
be stated in the solicitation when issued. If a contract is awarded
from this solicitation, a contract with a duration of five years (1
basic and 4 option years) is anticipated. A site visit for prospective
offerors is planned, with particulars to be provided in the
solicitation. Family Service Center support required at China Lake will
consist of the following major performance activities and tasks: (1)
Training, to include preparing, advertising, and instructing classes
including but not limited to Transition Assistance Program (TAP);
Resume Writing; Tailoring Your Resume; Interviewing Tips; Working A Job
Fair; Relocation; Sponsorship; Introduction to Computers; Introduction
to Internet; Basic Word Processing; Ombudsman; Money Management;
Financial Responsibility/Indoctrination; Checking Account
Management/ATMs; Personal and Family Budgeting/Developing a Spending
Plan; Demystifying Mutual Funds; Financial Independence; Financial
Retirement Planning; Using Credit, Consumer Credit, Credit Cards and
Loans; Making the Most of Your Credit; Car Buying Strategies, Leasing,
Financing and Contracts; Buying and Selling a Car; Buying and Selling
a Home; Long-term Insurance; Command Financial Specialist; Sexual
Assault Victim Intervention; Ethics; Smoke Succession; Anger
Management; Systematic Training for Effective Parenting (STEP); Making
Your Child A Better Student; Dealing with Difficult Children; and
Parent Toddler Interaction. (2) Administering the Transition Assistance
Program, toinclude providing TAP and Spouse Employment Assistance
Program counseling, providing job search service, organizing fob fairs,
and completing the Quality of Life Management Information System
report. (3) Administering the Relocation Program, to include
maintaining a lending closet and processing lending requests, updating
the Standard Installation Topic Exchange System database, updating the
Worldwide Library, creating newsletters, maintaining a computer lab,
and administering a volunteer program. (4) Administering the Financial
Education Program, to include providing financial counseling and
maintaining a financial resource file. (5) Providing information and
referrals (I&R), to include enforcing a sign-in and out procedure,
providing I&R service, updating the employment announcement binder, and
providing help-desk service. (6) Providing clinical counseling. (7)
Providing indoctrination services to all incoming military and their
family members. The Government may procure the above services using FAR
Part 12, Commercial Items. However, if FAR Part 12 cannot be used, note
