plans to issue a Request for Quotation (RFQ) for a research effort
entitled NGST Special Optical Testing Support Study.This requirement is
being procured under the University Research Basic Ordering Agreement
(BOA) Program with the university community within the United States.
Research will primarily be conducted at MSFC, AL with a period of
performance of 12 months. TASKS: The contractor shall perform the
following tasks: Task 1. NMSD optical testing system software upgrades:
The contractor shall write, implement, & test special data handling
routines to be used within the Wavescope code to better utilize and
report the output data. Task 2. Second round testing of the SBMD: The
contractor shall support the second round testing of the SBMD. This
shall include support of planning activities with the mirror
manufacturer, installation of the appropriate Wavefront Sensor Pallet,
optical testing system operations, and test reporting. Task 3. System
level support: The contractor shall support NGST system level analyses
as related to tasks 1 & 2. Examples of such analyses include prediction
of figure test results based on structural and thermal model output and
test mirror system diagnosis through a ray-trace analysis to duplicate
measured figure errors. This procurement is being conducted under the
Simplified Acquisition Procedures (SAP). NASA/MSFC intends to purchase
this requirement from the University of Alabama in Huntsville under the
Research BOA Program. This sole source action is pursuant to FAR 13.106
and is based on the University's unique capabilities in this area of
research . The Government does not intend to acquire a commercial item
using FAR Part 12. See Note 26. Interested universities within the
United States may submit their capabilities and qualifications to
perform the effort in writing to the identified point of contact not
later than 4:30 p.m. local time 15 days after posting. Such
capabilities/qualifications will be evaluated solely for the purpose of
determining whetheror not to conduct this procurement on a competitive
basis. A determination by the Government not to compete this proposed
effort on a full and open competition basis, based upon responses to
this notice is solely within the discretion of the government. Oral
communications are not acceptable in response to this notice. All
responsible sources may submit an offer which shall be considered by
