Astrophysical Observatory (SAO) intends to award on a sole source basis
a contract to SBS Technologies, Inc. Modular I/O, 181 Constitution Dr.,
Menlo Park, CA 94025, per justification pursuant to FAR 13.106, Only
One Responsible Source and No Other Supplies or Services Will Satisfy
Agency Requirements. We require the following items: a) SBS part number
VIPC618 (quantity 33), Industry Pack Carrier for 6U VME Bus optimized
to reduce EMI emissions with filtered power lines and SCSI-2 Type
connectors on extruded panel and meets VME specification C.1 for 6U
form factor. b) SBS part number IP-Unidig-E (quantity 33), Industry
pack with 24 input/output lines with linesafe ESD protection circuitry.
c) SBS part number IP-Unidig-I (quantity 4), Industry pack with 24
flexible input/output lines and all input lines can be used to generate
an interrupt. d) SBS part number IP-OptoAD16-BVP-1 (quantity 24),
Industry pack capable of providing 16 single ended or 8 different
channels of 16 bit A/D conversion with a full scale input range of +/-
10 VDC. e) SBS part number IP-OptoDA16-4CH (quantity 33), Industry
pack that provides 4 channels of optically isolated 16 bit analog
outputs. f) SBS part number IP-488 (quantity 3), Industry pack for
interfacing with IEEE-488 instrumentation. No other source is known for
these parts that meet all of our requirements. These parts have been
designed into the antenna IF/LO and MRG control assemblies. The carrier
boards are unique in the industry in that they provide superior EMI
shielding and interface via four SCSI-2 connectors. The industry packs
have been tested and meet all of the Submillimeter Array
specifications. Cables and hardware have been designed to accommodate
the pinouts of these parts. Software and software drivers have been
written to control the SBS line of industry packs and industry pack
carriers. The desired delivery date for the required items is 17 April
2000. The FOB point is destination, Cambridge, MA. This acquisition
will be accomplished using simplified acquisition procedures in
accordance with the Federal Acquisition Regulation Part 13. The
applicable SIC code is 3674 and the size standard is 500. No
solicitation package will be issued. Information received will normally
be considered solely for the purpose of determining whether to conduct
a competitive procurement. A determination by SAO to not compete this
effort on a full and open competitive basis, based upon responses to
this notice, is solely within the discretion of SAO. Questions or
