The General Services Administration (GSA), on behalf of the Bureau of Indian Affairs (BIA), Department of the Interior, Solicitation No. GS11P00MAD1001, intends to procure the services of a consultant to provide advice and assistance to the BIA on hydroelectric licensing assessments. Two contracts will be awarded from this solicitation. The period of performance for each contract is one base year for 12 months with four one-year options of 12 months each. The maximum ordering limitation for each year is $1,000,000 per year. This procurement is also a negotiated procurement with the contract awarded to offerors who submitted a technical and price proposal that are the "best value" for the Government. Competition is set-aside specifically for small business Indian organizations and Indian-owned economic enterprises as subcontractors, as defined at 26.101. The geographical areas of consideration covered by the first contract are (a) Eastern Area -- consisting of all states east of and including North Dakota, South Dakota, Nebraska, Kansas, Oklahoma, and Texas; [the States of Maine, New York and North Carolina]; and the second contract (b) Western Area -- consisting of all states west of and including Montana, Wyoming, Colorado, and New Mexico. Alaska is also included in the Western Area. These contract areas include all states with the Federal Energy Regulatory Commission (FERC) projects affecting Indian lands and resources. The consultant team disciplines at a minimum must include hydrologists, biologists, economists, archaeologists/cultural resource specialists, fishery experts, soils scientist/geologists, hydropower engineer, fishery and wildlife biologists, botanists, recreation experts, and realty experts. The consulting team must be capable of providing services in these disciplines and areas as credible expert witnesses for administrative and judicial proceedings. In order to avoid potential conflicts of interest during the term of the contracts, the contractors will not perform services as a consultant regarding FERC matters or as an expert witness, or prepare, assist in the preparation of, or present testimony on behalf of any other party involved in any matter involving the hydroelectric licensing assessment projects covered by these contracts without the express written consent of GSA and BIA.
