Dahlgren Division, Naval Surface Warfare Center, Dahlgren Virginia
intends to issue a Request for Proposals for Frequency Management
Engineering Support. Programs supported under this contract include The
Automated Spectrum Planning, Engineering, Coordination, and Tracking
System (ASPECTS), the Electromagnetic Compatibility Analysis Program
(EMCAP) with its associated document /Electromagnetic Compatibility
Criteria for Surface Weapon Systemsssss (U) (SPAWAR
E9407-AA-GYD-010/(S) OP3840, and the NATO Electromagnetic Operational
Programme (NEOP). In addition, a working knowledge of the operational
iinterfaces with the Radar Interference Prediction Program (RIPP), the
Electromagnetic Environment Monitor (EMEM), the Electromagnetic
Compatibility Engineering Program (EMCEP), the Global Command and
Control System-Maritime (GCCS-M) Command and Control Warfare Commander
(C2WC) Module, the Joint Spectrum Management System (JSMS), SPECTRUM
XXI, and the EMCAP Spectrum Occupancy Program (ESOP) is required.
Theproposed contract is for a base period of approximately seven (7)
months, and will contain option quantity periods for a total contract
period of performance of sixty (60) months. Best value evaluation
procedures will be used, and oral presentations will be required. The
selected source will be required to provide approximately 11 work years
of effort annually and will need senior level engineer/programming
talent with experience in C++ programming, data base architecture and
development, and specific experience in the aforementioned Navy
programs. A source with extensive experience in developing Fleet
products under mandatory time critical conditions who also has
experience in training Fleet customers in the operative use of
