DSCC ABVS EVALUATION NOTICE SOLICITATION NOTICE TO VENDORS ABVS EVALUATION IMPORTANT ABVS UPDATE!! A previous notice published in the Commerce Business Daily (CBD) -- Submission No. 401971 dated November 18, 1999 indicated to our contracting community that if you quoted prior to August 1999 on a DSCC solicitation which is still open, certain changes in Automated Best Value System (ABVS) may affect that solicitation. The updated ABVS information in this current notice is effective Friday, February 04, 2000. It informs of two significant changes which have occurred as a result of the ABVS expansion: First Elimination of Center Scores. "Center Score" has been replaced with "DLA Score". The DLA score is a composite of a vendor's past performance for all FSCs at all DLA ICPs with whom they do business. Under the enhanced ABVS system, DLA scores will be based upon a vendor's past performance in all FSCs for procurements throughout the Defense Logistics Agency (DLA). Data on separate Center scores will no longer be available. Second -- The FSC Score is no longer limited to a vendor's FSC performance at DSCC, but now includes the vendor's prior history in that FSC at the DLA Center previously responsible for management of that FSC. ABVS evaluations will be based on data in effect at time of award evaluation. DLA scores will be used for evaluation, even though the solicitation indicates that Center scores will be used. This impacts open solicitations issued prior to August 1999 which contain the ABVM provision. The prior versions did not specify evaluation on the basis of Center scores. Nonetheless, all solicitations evaluated after the above effective date will be evaluated on the basis of FSC and/or DLA score.
