SOLICITATION N47408-99-R-3951. This solicitation is being advertised on
an "Unrestricted" basis inviting full and open competition. The
procurement consists of one solicitation with the intent to award three
or more Indefinite Delivery Indefinite Quantity (IDIQ) fixed price task
order Multiple Award Construction Contracts (MACC) for new construction
and design/build for new construction, renovation, alterations, repair
and associated architecture/engineering services for project work at
various locations in Arizona, Nevada, California, Utah and New Mexico.
The IDIQ work involves design/build projects and other design work
incidental to construction, renovation, alteration, and/or repair of
facilities, facilities infrastructure, barracks, housing and
warehouses; major and minor construction (excluding MILCON);
demolition; and any other Public Works related work such as
maintenance, repair or replacement of plumbing, electrical, or
mechanical systems; and flooring, painting, paving, roofing, asbestos
andlead abatement. In support of the design/build efforts, the
contractor shall employ the services of an architect/engineering design
professional, experienced in the coordination of multi-discipline
architectural/engineering design efforts. (Note: Contractors may
propose multiple AE firms for different design/build projects). All
discipline coordination shall be accomplished by the contractor's
architect/engineering team. Projects assigned to the IDIQ contracts
shall use the Multiple Award Construction Contract (MACC) approach to
scope and price the work. After award of the initial contracts, each
awardee shall be provided a fair opportunity to be considered for each
task order, except under those circumstances described in FAR
16.505(b)(2). Should any of the IDIQ contractors be unable to
competitively secure a task order to meet the minimum guarantee, award
factors may be modified in order to ensure each participating
contractor is awarded a task order. Award factors will vary depending
on the unique requirements for each task order and may be competed on
the basis of price, best value or technically acceptable, low price
selection procedures. The subsequent task order may be a performance
oriented task requiring minimal design, or it may be complex
construction requiring design development for design/build construction
or a combination thereof. The projects will be scoped (site walk) by
the contractor/government MACC team and may not have traditional plans
and specifications, but may have only sketches or conceptual designs.
The salient requirements of the task order will be jointly scoped by
the government/contractor team to develop a mutually agreed upon
statement or work. All contractors will be required to participate in
the site walks/exploratory scoping and must subsequently submit a
proposal. Failure to participate in any joint scoping or submission of
a proposal may result in the government not exercising its option to
extend subject contract. The Government reserves the right to award
less than or morethan three contracts under this solicitation. The
contracts will be for a base period of one year with four one-year
option periods. The total maximum value for the base period and all
options (the aggregate total of all IDIQ contracts) as a result of this
RFP shall not exceed $75,000,000. The minimum task order amount for
this contract is $50,000. Utilizing the Fast Track method, the award
will be made to the offerors whose proposals represent the best overall
expected value to the Government, price and other factors considered.
Proposals will consist of an offer and capability information. Offers
will consist of a completed Standard Form 1442, "Solicitation, Offer
and Award RFP Section 00100 "Bid Schedule"; RFP Section 00600,
"Representations and Certifications"; and a Small Business
Participation Target Plan. The merits of an Offer will be determined on
the basis of acceptability and proposed prices; acceptability will be
determined on an offerors ability to meet the material terms of the
solicitation. Inthe interest of time and cost to all parties, the
government will eliminate offerors whose offers are determined
unacceptable or whose prices are considered unreasonable or
unrealistic. Capability information will consist of written and oral
information and will be evaluated on the basis of experience, past
performance, technical factors and the offerors understanding of the
government's requirements. Experience and past performance will be
evaluated based on written information provided by offerors. Technical
factors and offerors understanding of the government's requirements
will be evaluated based on oral presentations by offerors
representatives. The government will use the assessment of an offerors
capability to develop a level of confidence assessment rating.
Selection of the successful contractors will be based upon the overall
best value to the government. The Standard Industrial Code is 1542 and
the annual size standard is $17M. It is recommended the subcontracting
goals reflect a minimum goals of 30% Small Business, 15% Small
Disadvantaged Business, 8% Women-owned Business, 1.5% HUB Zone and 1%
Utilization of Locally Owned Small Business when performing work in the
Desert Areas. Note: This solicitation action will be issued totally
electronically. The target date for release of the RFP is on or about
February 23, 2000. The RFP and it's Attachments (1) and (2) will be
available electronically via www.navfacco.navfac.navy.mil. The plan
holders list, Attachment (3), will be made available via the web site
approximately two weeks after the solicitation release date. Any
contractor, downloading the solicitation for purposes of submitting a
bid, is requested to send an e-mail providing their company name,
address, phone and fax number, e-mail address and company point of
contact to the individuals listed below. The plan holders list will be
updated periodically as it is developed by the above e-mail responses.
The solicitation, amendments and the plan holders list will not be sent
via mail, e-mail or faxed from the Contracts office. They will be
available only by downloading from the aforementioned web site.
Amendments will be posted on the web site and IT IS THE OFFEROR'S
RESPONSIBILITY TO CHECK THE WEB SITE DAILY FOR ANY AND ALL AMENDMENTS
TO THIS SOLICITATION AND THE PLAN HOLDERS LIST. Proposals (completed
Attachments 1 and 2) will be due by 2:00 p.m., on March 24, 2000 at the
address listed in this synopsis and in block #7 of the solicitation.
