202/406-6940; facsimile: 202/406-6801. The U.S. Secret Service (USSS)
intends to negotiate on a sole source basis with George Washington
University, EMS Program, 2300 K Street, NW, The Warwick Building, Suite
107, Washington, DC 20037, for educational support services from
approximately February 15, 2000 through September 30, 2000. The
Contractor shall provide educational support services for the USSS
recruitment emergency medicine first responder training program, which
shall involve instruction, testing, program evaluation and assistance
with staff development of the USSS training personnel. The USSS shall
be provided updates to the national curriculum, and shall be provided
the medical resources of a full academic Department of Emergency
Medicine on an as-needed basis. The Contractor must be capable of
providing educational, scientific and medical information support to
the USSS from full time and adjunct faculty members. The Contractor
shall modify the curriculum as per the judgement of the Medical
Director to meet the specific needs ofthe USSS. Based on the
requirements of this Solicitation, it has been determined per Federal
Acquisition Regulation (FAR) 13.106-1(b), that only one source is
reasonably available for the totality of services required. A
determination by the Government not to compete this proposed
requirement, on a full and open competitive basis upon receipt of
responses to this notice, is solely within the discretion of the
Government. Only written responses will be accepted and must be
received within ten (10) calendar days of the date of this notice.
