553-3292. The Government intends to procure on a sole source basis to
Amherst FiberOptics. Item 0001, quantity 1 each, Ericsson Model FSU 975
Automatic Optical Fiber Fusion Splicer with splice protection sleeve
heater and carrying case. Item 0002, quantity 1 each, Cable holding
fixture for FSU 975. Technical Specifications: 1. Automatic alignment
of singlemode and multimode fibers (such as Corning SMF-28) using a
fiber core alignment process. Splicer shall be capable of splicing
multimode, singlemode hermetic coated, and payout fibers. It must be
able to splice mismatched fibers of types listed above. 2. Splicer
should have a 3 dimensional light intensity profile, which shows the
fiber core/cladding characteristics. This profile shall assist in fiber
indentification and optimization of splice performance. 3. Splicer
shall have the capability to splice 5 millimeter (mm) cleaved fibers as
well as the conventional 16 mm cleaved fibers. Hardware adaptions to
perform the short splice and the longer splice shall be changeable by
the customer. 4. Splicer shall have the ability to override the
automatic mode so that fiber alignment and splicing can be performed
manually. 5. Splicer shall provide the hardware which holds small
diameter (less than 2.5 mm) ruggedized cables during the splicing
process, including splice protection application, without degradation
of the optical performance of the final spliced fibers. This is a
combined synopsis/solicitation prepared in accordance with the format
in the Federal Acquisition Regulation, supplemented with information
included in this notice. This solicitation incorporates provisions and
clauses at FAR 52.213-4 Terms and Conditions -- Simplified
Acquisitions (FEB 1998), and any others that are applicable and in
effect through the current Federal Acquisition Circular (FAC) and the
Defense Acquisition Circular. It is the contractor's responsibility to
be familiar with all applicable clauses and provisions. No RFQ will be
prepared or made available. While price will be a significant factor in
the evaluation of offers, the final contract award will be based on a
combination of factors -- a determination of responsibility and
technically acceptable low bids. "Note 22 applies, however, all offers
received within 15 days (in lieu of 45 days) after date of publication
of original synopsis will be considered by the Government." See
