Deborah.A.Bittner.1@gsfc.nasa.gov. NASA/GSFC plans to issue a Request
for Quotation (RFQ) for MARS Orbiting Laser Altimeter (MOLA) Mission
Operations Support for the period of approximately March 5, 2000
through February 28, 2001. This support will consist of providing daily
on and off-site MOLA and Near mission operations support. Specifically,
retrieve MOLA, NLR and MGS science and engineering data using the MOLA
SOPC and JPL's Amos software tools and other systems for Near at APL
as appropriate. Other tasks include running the AEDR profile processor
software, and performing MOLA and NLR data archival; developing MOLA
command files on an as needed basis; maintaining MOLA SOPC hardware and
software systems; and monitoring MOLA's engineering data with the MOLA
viewer software. Results will be e-mailed to the MOLA Project Team.
This procurement is being conducted under the Simplified Acquisition
Procedures (SAP). NASA/GSFC intends to purchase the items from
Scientific Data Systems (SDS) in Cheseapeak, Va. SDS is the only
comapny that canperform the tasks to meet NASA's schedule requirements
for MOLA operations. SDS personnel have served as part of the MOLA-II
mission operations team for the past three years, performing daily
instrument assessments, MOLA/MSG data retrieval, MOLA command file
generation and MOLA SOPC hardware and software maintenance. They have
supervised the development of the MOLA viewer software and have
modified the software to include various calibration formula, other
enchancement, and changes to accept the process NLR data from the Near
mission. The Government intends to acquire a commercial item using FAR
Part 12. Interested organizations may submit their capabilities and
qualifications to perform the effort in writing to the identified point
of contact not later than 4:30 p.m. local time on February 15, 2000.
Such capabilities/qualifications will be evaluated solely for the
purpose of determining whether or not to conduct this procurement on a
competitive basis. A determination by the Government not to compete
this proposed effort on a full and open competition basis, based upon
responses to this notice is solely within the discretion of the
government. Oral communications are not acceptable in response to this
notice. Fax responses will be accepted. All responsible sources may
submit an offer which shall be considered by the agency. An Ombudsman
