plans to issue a IFB/ Request for Offers for Replacement of Roof-Top
Multi-Zone packaged Air Conditioning Unit Building 1225, West Area of
Langley Research Center, Hampton, VA. The work to be performed
includes, but is not limited to the following: Disconnect ductwork from
existing rooftop multi-zone air conditioning unit to point of
demolition limit as indicated; Remove drain pipe from existing unit;
Disconnect and remove existing pneumatic thermostats, humidistats, and
pneumatic tubing and repair openings left in walls as necessary;
Remove the following equipment and materials associated with the
existing air-conditioning unit: conductors of electrical service and
external control circuits, radio-control panel, and miscellaneous
electrical raceways, as indicated; Remove existing unit, support curb,
roofing, and insulation as shown; Remove approximately 130 square feet
of four-ply asbestos built-up roof membrane, including deck insulation
adjacent to the existing air-handling unit curbing slated for
demolition; Install new factory-fabricated roof curb as shown; Install
new rooftop packaged multi-zone air conditioning unit and controls,
and connect new drain pipe as indicated; After the installation of the
new equipment curb and air-handling unit, place approximately 130
square feet of polyisocyanurate insulation, overlaid by 1-inch layer of
perlite rigid insulation, with thickness to match adjacent insulation.
Install a Type IV built-up roof membrane including gravel ballast and
provide base and metal counterflashing around new equipment curb;
Install new transition ductwork, return ductwork, and return grilles as
indicated, and insulate accordingly; Provide an air-duct-mounted
products-of-combustion detector as an extension of the existing
facility fire alarm system that, upon detection of combustion products,
will cause the new air-conditioning unit to be stopped and will
initiate a general-alarm condition; Install the radio-control unit on
the new air-conditioning unit; Provide electrical service and external
control circuits for the new air-conditioning unit; Provide a
general-use electrical receptacle on the roof, near the new
air-conditioning unit and provide start-up and operational tests for
the new unit. The order of magnitude for the procurement is $100K to
$250K and the effort shall be completed within 150 calendar days after
notice to proceed. This procurement is part of the Small Business
Competitiveness Demonstration Program. The SIC Code and small business
size standard for this procurement are 1711 and $7.0M, respectively.
The anticipated release date of the IFB/RFO is on or about February 15,
2000 with an anticipated offer closing date of on or about March 17,
2000. The firm date for receipt of bids or offers will be stated in the
IFB/RFO. Drawings will be available from the Bid Distribution Office
(757) 864-2547 . All QUALIFIED responsible sources may submit a bid
which shall be considered by the agency. An ombudsman has been
appointed -- See Internet Note "B". The solicitation and any documents
related to this procurement with the exception of the drawings will be
available over the Internet. These documents will be in Microsoft
Office Suite (Word 6.0, Excel 5.0, or PowerPoint 4.0) format and will
reside on a World-Wide Web (WWW) server, which may be accessed using a

Prospective offerors shall notify this office of their intent to submit
an offer. It is the offeror's responsibility to monitor the Internet
site for the release of the solicitation and amendments (if any).
Potential offerors will be responsible for downloading their own copy
of the solicitation and amendments (if any). Hard copies of the
drawings only may be obtained from the Bid Distribution office;
however, the closing date for the hard copy received shall be the same
as the solicitation, inclusive of any amendments, released on the
