TRAINING OF NAVY AND CIVILIAN PERSONNEL IN THE FIBER OPTIC MAINTENANCE

commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Solicitation N61339-00-Q-032R is issued as a request for proposals and
incorporates the provisions and clauses in effect through Federal
Acquisition Circular 97-15. FAR Part 19 does not apply to Not for
Profit Educational Institutions. FAR 19 will apply to For Profit
Educational institutions. SIC Code for this solicitation is 8299 with
a size standard of $5.0M. The FSC number is U009. The following items
are required. This Purchase Description (PD) sets forth the
requirements for providing Homeport Training (HPT), in Fiber Optic to
Navy personnel in the Norfolk, VA fleet concentration area (FCA). This
effort will be accomplished within the framework of the basic Blanket
Purchase Agreement (BPA). The product to be purchased under this
solicitation is a proficiently trained student, meeting the performance
and course completion standards as determined by the Local Training
Authority ((LTA), and obtaining college credit or a license or
certificate where appropriate. The BPA Holder shall provide the
personnel, supervision, management, training equipment and systems,
materials, and instructional technology needed to conduct training of
Navy and civilian personnel in the Fiber Optic Maintenance Technician
course (A-670-0063). The Navy may require the BPA holder to train (on
occasion) Navy instructor candidates to satisfy instructor
qualification requirements and to ensure course concurrency. Navy
instructors will not count as a BPA Holder student and may attend or
teach a course at any time as directed by the LTA. This training would
not be counted against the student throughput for billing purposes.
The LTA reserves the right to cancel a class at any time for any
reason. Classes shall be conducted each week, Monday through Friday,
excluding those weeks with Government holidays, for a total of 42 class
convenings of 5 days length and a maximum class size of 8 students.
Class scheduling is based on an 8-hour working day. Annual throughput
is estimated and may vary from year to year. The BPA Holder shall
adhere to the class times/lengths allocated for each Fiber Optic
Maintenance Technician Course. The BPA Holder shall ensure that all
instructors, instructor supervisors, and other BPA Holder personnel
that come in contact with Navy students maintain a standard of grooming
and personal appearance that reflects a high degree of pride in
themselves and are in keeping with their positions as training
professionals. The BPA Holder instructors shall possess at least the
minimum qualifications required by nationally acceptable industry or
academic standards for certification as an instructor in their field of
expertise. Additionally, each BPA Holder's instructors shall undergo
the Navy instructor qualification process as identified in the LTA
Manual for non-traditional training. The BPA Holder instructors shall
be certified in Cardiopulmonary Resuscitation (CPR). CPR Certification
must be achieved within two months after award of the BPA or as agreed
upon between BPA Holder and LTA. The Government will provide facilities
at Fleet Training Center, Norfolk, VA for the conduct of training in
Fiber Optic. In the event that special Fiber Optic class scheduling
exceeds maximum class size at FTC facilities, the overflow classes
shall be conducted at the BPA Holder facilities. The facility shall be
located within 60 minutes driving distance from the LTA Office. The
BPA Holder facility shall be of adequate size/space and equipped with
appropriate training equipment and materials to conduct the Fiber Optic
Maintenance Technician Training. The facility shall have acceptable
environmental conditions (heat/air) normally found in an academic
setting, utilities, and support to ensure undistracted and productive
training. The Government will provide and maintain student course
materials, training equipment and necessary consumables when taught at
FTC Norfolk. When taught at BPA Holder Facilities, the GFP, considered
perishable or expendable, will initially be provided to the BPA Holder
upon award of the BPA in support of Fiber Optics (A-670-0063)
training. This GFP/GFI will consist of curriculum outlines, instructor
guides, student/trainee guides, student handouts, and course tests.
The BPA Holder shall provide maintenance and security for the original
copies of GFI to facilitate copying, as needed, to support Fiber
Optics training for overflow classes at BPA Holder facilities under
this BPA. The BPA Holder shall be responsible for supplying all copies
needed for students receiving HPT training at BPA facilities and
copies needed by additional instructors. The BPA Holder shall supply
any additional training equipment and materials needed to satisfy
course competency/performance requirements when taught at BPA Holder
facilities. The GFI is provided as guidance only as the BPA holder
shall maintain the original copies of GFI to facilitate copying, as
needed, to support classroom instruction of the HPT courses under this
BPA. The BPA Holder shall be responsible for supplying all copies
needed for students receiving HPT training under their instruction and
copies needed by additional instructors. The BPA Holder shall be
responsible for the maintenance, security, and availability of GFI used
in the conduct of training. In addition, the BPA Holder shall be
responsible for updates and modifications to the course curriculum to
meet training proficiency standards and evolving industry and Navy
standards. The proposal should Identify how you propose to meet the
requirements identified and address the following "Factors". Identify
your institution's accreditation and your instructor qualification
requirements and how they meet recognized academic or industry
standards. Submit a copy of your accreditation/certification status
with this proposal/ response. If your accreditation or certification is
pending, so state and identify the date anticipated (Note that upon
award of/entering into an agreement with the Navy, a copy of your
accreditation letter or form must be sent to the Navy's Local Training
Authority (LTA)). Identify instructor qualifications necessary to meet
your institution and or State's minimal requirements for instruction in
the skills to be taught in the Fiber Optic course under this BPA.
Identify if you have instructor staff on hand or if you will obtain
instructors with appropriate qualifications. Describe your
understanding of the unique skill and competency requirements of the
Navy Fiber Optic course and how your institution and instructor staff
is qualified to meet these requirements. Request your proposal include
costs for 22 convenings as well as 42 convenings. Identify whether you
propose to use the Navy Fiber Optic course or your institution's Fiber
Optic course. If proposing your institution's course, identify how
your curriculum meets the course learning objectives and your approach
to obtaining Navy approval to use your course. Identify your
transition strategy of assuming the responsibility of instruction to
meet the HPT Fiber Optic course schedule; e.g.; how you will prepare
for and when you can commence teaching the course; instructor
qualification schedule/ plan. Identify the interface with the Navy to
obtain training on Navy Core values, sexual harassment. Identify your
instructional loading strategy and class instructional preparation.
Identify the college credit that will be offered to Navy students
completing the Fiber Optic Maintenance Technician course and to what
type degree such credit may be applied. Identify the basic formula by
which the number of credit hours will be applied for lecture versus
laboratory classes. If no college credit is offered, identify the type
of license or certification your institution can provide a student
completing the Fiber Optic course of instruction. Describe your
approach and process for identifying change recommendations and
maintaining concurrent configuration of the Fiber Optic curriculum with
evolving industry and Navy standards. Identify how and when these
change recommendations would be coordinated with the Navy. Identify
proposed facilities (size and environmental atmosphere) for those Fiber
Optic classes that would be taught at the BPA Holder's facility.
Identify the types of equipment to be used and how they meet the
training objectives of the Navy Fiber Optic Maintenance Technician
course. Also identify the distance of the facility from Fleet Training
Center (FTC), Norfolk Naval Base. Identify the instruction cost per
class for classes taught at Government facilities with Government
provided and maintained equipment and materials. Cost is to include all
tuition, fees, labs, materials, and maintaining concurrent course
configuration. Identify course materials, kits, books, and such
separately from the tuition and lab fees. Identify the instructional
cost per class for classes taught at the Navy facility and at your
facilities. Cost is to include all tuition, fees, labs, materials, and
such. Identify course materials, kits, books, and such separately from
the tuition and lab fees. Consider that the BPA holder will provide all
instructional materials required beyond any government furnished
initial copies of lesson outlines, course objectives, instructor and
student guides, and special handouts. For costing consideration use a
class size of 8 students for this factor. Identify your projected cost
acceleration over five years from year 2000 through 2004. Provide
examples of past/present experience in training military personnel such
as previous contracts, or letters of appreciation for such training or
provide copy of any news articles that recognize your institution's
excellent performance in training Fiber Optic, or any other indicator
of past performance. Indicate whether your institution accept credit
cards for course payment. Provide complete institution
name/address/point of contact/phone. Proposal should not exceed 10
pages in length. The following FAR/DFARS provisions and clauses apply
to this acquisition: FAR 52.212-1, FAR 52.212-2 -- with the following
evaluation factors apply. Technical capability and past performance
when combined will be considered of equal importance to price in
determining the best value to the Government. Technical factors are
technical competence/instructor capabilities; ability to update course
with new technology and requirements; college credit, and surge
capability, in descending order of importance. Past performance is
considered less important than technical. FAR 52-212-3 (if your
