and Records Administration (NARA) hereby notifies of intent to issue a
Request for Proposal (RFP) in a negotiated procurement for the
Analysis, Development, Fabrication and Installation of three (3) Vaults
and Integrated Automated Retraction Systems in the National Archives
Building in Washington, DC. The Analysis, Development and Preparation
of Shop Drawings of the three (3) Vaults and Integrated Automated
Retraction Systems for the Rotunda display cases that will house the
Declaration of Independence, Constitution of the United States and the
Bill of Rights shall constitute the base contract. Contract options,
if exercised by the Government, shall include the following: Option 1:
Fabrication, Installation, Preparation of As-Built drawings, etc, of
the three (3) Vaults and Integrated Automated Retraction System for the
Rotunda display cases. Estimated cost range is $500,000 -- $2,000,000.
The Contractor must provide all management, supervision, labor,
materials, supplies, and equipment (except as otherwise provided), and
must plan, schedule, coordinate and assure effective performance of
all work to meet NARA requirements. The Contractor will perform the
work in accordance with the design specifications, drawings, and the
provisions of the contract. One contract will be awarded based on
Technical Evaluation Factors and Price specified in the RFP.
Competitive formal source selection procedures will be used in
accordance with FAR 15. The contract will be Firm Fixed Price. The
tradeoff process' is the method that will be used to evaluate price and
other factors specified in the solicitation, with the goal and
objective being to select the proposal that offers the best value to
the Government in terms of performance, quality and pricing. The
Technical Evaluation Factors are: EXPERIENCE (25%) The Offeror must
demonstrate its experience in providing similar services and supplies
on at least two (2) similar projects, within the past five (5) years.
Similar project is defined as a projectthat is comparable in nature,
type, and complexity to the project in this solicitation, and meets the
following characteristics: project included the analysis, development,
fabrication and installation of a vault and integrated automated
retraction system in a museum, library, or other high security setting
PAST PERFORMANCE (20%) The Offeror must have satisfactory performance
in providing analysis, development, fabrication and installation of at
least two (2) similar projects within the last five (5) years. KEY
PERSONNEL (25%) Offerors must identify and submit resumes for the
individuals proposed for the Contract Executive, Principal Vault
Designer and Principal Automation Designer. MANAGEMENT PLAN and
SCHEDULE (25%) Offeror shall provide a contract duration at the
completion of which all base contract work must be substantially
complete as determined by the Contracting Officer. Specified duration
must be based on a project schedule that demonstrates that the base
contract work can be completed within the specified duration. Under no
circumstances can the proposed base contract duration exceed 90
calendar days. Offeror shall also provide a narrative detailing their
management plan and technical approach for executing the base contract
and option work consistent with the renovation design and construction
work. SUBCONTRACTING PLAN (5%). This solicitation is not set-aside for
small business. However, this procurement is being made under the
Small Business Competitiveness Demonstration Program. The Standard
Industrial Code (SIC) is 1799 and the small business size standard is
$7 million. A pre-proposal meeting and site visit will be held in the
auditorium (5th floor) of the National Archives Building, located at
7th St & Pennsylvania Ave, NW on March 2, 2000, at 9am. Please use the

available for issuance on or about 02/15/00, and will be due on or
