PORT ANGELES, PORT ANGELES, WA: Furnish all labor, materials, and
equipment necessary to replace the existing pneumatic type space
temperature control system in the Support Building at U.S. Coast Guard
Port Angeles with an electric/electronic type space control system,
and provide a new split type air conditioning system for the classroom.
The work includes, but is not limited to, the following: A. Provide a
split type air conditioning system and make it operational. Unit shall
consist of a floor mounted, direct expansion fan coil unit; pad
mounted condensing fan unit; ductwork; bottom return panel and steel
frame for controls,; electric power; core drilling of exterior wall for
installing the refrigerant lines; drain lines; controls; and electric
power conduit. B. Extend ductwork on the first floor. C. Disconnect and
remove three, existing supply diffusers. Cap the main duct at the point
of disconnect. D. Demolish the entire existing space control(pneumatic,
electric, and electronic control components; compressed air station
(less compressor) located in the second floor attic area; control
tubing and wiring; actuators; valves; sensors; thermostats; indicating
devices; controllers; pressure gages; and control panels; etc.).
Salvage existing damper assemblies and fire protection devices (i.e.,
smoke detectors etc.) of the heating and ventilation system. E. Provide
all design, labor, materials, and equipment necessary to install new
electric/electronic control systems to maintain the required heating
and ventilation conditions by performing the functions and sequence of
operations. Control system shall be complete, including all equipment
and appurtenances, and ready for operation. F. Clean all existing
damper assemblies, except volume dampers; oil the damper shafts; and
replace the shaft bearings as needed; to make the damper assemblies
operable. G. Replace two existing, wall mounted, pneumatic room
thermostats with an electric/electronic room thermostat in each room
for the temperature control of the fin tube radiators. H. Flush all the
hydronic piping, clean the perforated screens on the pipe strainers,
refill, initiate water treatment, and startup the hydronic water
system. Replace three, existing air vents in the piping system. I.
Test, adjust, and balance the existing and new air and water (hydronic)
distribution heating, ventilation, and cooling (HVAC) systems; and J.
Furnish the services of a competent instructor to give full instruction
to designated Government personnel in the adjustment, operation, and
maintenance; including pertinent safety requirements, of the new
controls and air conditioning systems. Drawings and specifications can
be purchased on a first come, first served basis, at the rate of $25.
Requests will be accepted by mail only, and must include payment in
the applicable amount by Cashier's Check, Money Order or Company Check
made payable to the U.S. Coast Guard. Personal Checks will not be

not be returned. If project is cancelled or no award is made, cost of
plans and specifications will be refunded only on written request.
Estimated Range is $100,000 to $250,000. The performance period is 90
calendar days after receipt of Notice to Proceed. The procurement is
subject to the Small Business Competitiveness Demonstration Program and
is open to large and small business participation. The applicable SIC
code is 1711. Small business size standard is $7.0 million. This is an
unrestricted acquisition being solicited. All responsible sources are
encouraged to respond. For minority, women, and disadvantaged business
enterprises: The Department of Transportation (DOT Office of Small and
Disadvantage Business Utilization) has programs to assist minority,
women owned and disadvantaged business enterprises to acquire
short-term working capital and bonding assistance for
transportation-related contracts. Loans are available under the DOT
Short Term Lending Program (STLP) at prime interest rates up to
$500,000 per contract to provide accounts receivable financing. The
Bonding Assistance Program enables firms to apply for bid, performance
and payment bonds up to $500,000. DOT provides an 80% guaranty on the
bond amount to a surety against losses. For further information and
