Quotations (RFQ) for a firm, fixed price service contract. Purchase
Description: The contractor shall provide non-personal support services
as the operator and administrator of the Army Learning Center (ALC) at
Fort Gordon, Georgia. The contractor shall be responsible for
requisition, receipt, storage issue and control of all equipment and
programs in use within the ALC. The contractor shall provide support
services to the counseling program in the form of operator and
administrator of the counseling program in the form of personnel that
shall administratively support the counseling staff of the Army
Education Center. Personnel Qualifications: The contractor shall meet
the following minimum qualifications: a. Submit a copy of an associate
degree from a regionally accredited institution. b. Experience
reflecting: Working directly in a Civilian Learning Center or ALC
environment and experience with the Army Correspondence Program
enrollment process that includes the use of the Internet for
enrollment. c. Be capable of lifting 35 pounds. d. The ability to speak
English clearly and communicate accurately. Personnel whose native
language is not English, if requested by the Contracting Officer, must
show evidence of a passing score of 550 or above on the Test of
English as a Foreign language. e. The ability to read and write English
and follow education plans and other instructions accurately. f.
Documented experience, training in, or a good working knowledge of,
computer hardware and software such that work requirements referenced
in this contract are accomplished in an efficient and timely fashion.
The software package that the contractor will be using contains MS
Office (Word, Powerpoint, Access, Excel, etc.). g. Documented
experience and skill in using audio visual equipment, multimedia
workstations, and other education technology equipment. In addition to
the above qualifications, the contractor shall meet the following
minimum requirements for counseling support: a. Experience reflecting:
a. Working directly in an Army Education Center assisting counselors
or performing support work within the AEC. b. Documented experience
using the Modern Army Record Keeping (MARKS) system. The SIC is 8299.
Period of performance is expected to be six months from date of award.
The projected issue date of the Request for Quotes is February 4,
2000. The closing date for receipt of proposals is February 18, 2000 at
midnight EST. Telegraphic quotes are not acceptable. See Notes 1 and
