Family Housing Project in Support of U.S. Army Forces Command
(FORSCOM) Family Housing in the San Francisco Bay Area, Moffett Federal
Air Field, Mountain View, CA. JOB DESCRIPTION: The major services
required under this potential contract are Management (i.e. assignment
and termination of units, emergency calls, housing office
administration, inspections, etc). Operation and Maintenance (i.e.,
change of occupancy maintenance, preventive maintenance, service calls,
interior and exterior painting, repairs, etc.) of approximately 14
housing units, located at Camp Parks Reserve Forces Training Area,
Pleasanton, CA 705 housing units at Moffett Federal Airfield in
Mountain View, CA, and the Option for Management of 22 housing units at
the Presidio of San Francisco, CA. The contractor shall provide all
services, management, planning, plant, labor,materials, equipment,
tools, supervision and transportation necessary to perform the
Management, Operation and Maintenance of the Housing Areas. This is a
Fixed Price Award Fee Contract with cost type line items. The contract
period is for a base period of one year, and four (4) one-year options
to extend. This contract will also include Phase-In and Phase-Out
requirements. This proposed Contract is unrestricted for full and open
competition. "This is an UNRESTRICTED PROCUREMENT, however, Small
Businesses, Small Disadvantaged Businesses, and Woman Owned Businesses
are encouraged to consider joint-venture and team efforts for this
project." SIC CODE: This Procurement will be conducted under SIC CODE
6531. The size standard for this SIC CODE is $1,500,000.00. Large
Businesses competing for this project will be required to submit a
Subcontracting Plan. The recommended goals for subcontracting are:
62.0% for Small Business, 10% for Small Disadvantaged Business, and 5%
for Small Business/Women Owned. REQUEST FOR PROPOSAL: This is a
Service Project; The acquisition method is a negotiated procurement.
The Government will use the trade-off method to determine the overall
successful offeror. A technical and price proposal will be required.

Orders received beyond the CUT OFF DATE of 02/18/2000 will not be
