Project Manager, Signals Warfare, is conducting a Market Survey to
identify companies with the capability of implementing modifications to
Guardrail Common Sensor (GR/CS) Aircraft Systems 3, 4, and 1 to upgrade
these systems to the GR/CS System 2 airborne configuration.
Modifications may include replacement of current Advanced Quick Look
(AQL) airborne processor hardware (HW) and software (SW); retrofit
GR/CS Systems 3, 4 and 1 ELINT antenna pods to GR/CS System 2
configuration; redesign and replace existing legacy GR/CS ground
processing audio subsystem. redesign and code existing legacy ground
processing Main System Computer (MSC) and ELINT System Computer (ESC)
SW; conduct systems engineering, detailed design and design integration
for modifications and upgrades to existing GR/CS ground and airborne
systems. All replacement hardware and software using commercial
products must meet the Department of Defense (DOD Joint Tactical
Architecture and Defense Information Infrastructure Common Operating
Environment (DII COE) requirements. A more detailed description of

prospective offerors would like to submit may be addressed to
weeksj@mail1.monmouth.army.mil. Potential offerors are requested to
provide responses not later than 25 February 2000. The following are
detailed tasks: 1. Implement modifications to Guardrail Common Sensor
(GR/CS) Systems 3,4, & 1 aircraft system configurations to upgrade them
to GR/CS System 2 airborne configuration. Modifications may include
replacement of current Advanced Quick Look (AQL) airborne processor
hardware (HW) and software (SW). This modification will include
integration of SIGINT Interface Processor (SIP) SIGINT Performance
Subsystem (SPS) SW from GR/CS System2 to perform AQL ELINT functions.
Replacement HW and SW must use commercial products which meet the
Department of Defense (DOD) Joint Technical Architecture (JTA) and
Defense Information Infrastructure Common Operating Environment (DII
COE) requirements. 2. Retrofit GR/CS Systems 3,4 &1 ELINT antenna pods
to GR/CS System 2 configuration. Conduct necessary modifications to
the legacy physical antenna pod configurations. Initiate necessary
integration efforts to allow for minimal degradation of legacy COMINT
due to the differences between GR/CS System 2 airborne and legacy GR/CS
system configurations. Upgrade legacy ground processing SW and HW of
legacy GR/CS systems to meet GR/CS System 2 XQUEST functionality.
Replacement HW and SW must use commercial products which meet the
Department of Defense (DOD) Joint Technical Architecture (JTA) and
Defense Information Infrastructure Common Operating Environment (DII
COE) requirements. 3. Redesign and replace existing legacy GR/CS ground
processing audio subsystem. Redesigned audio subsystem must meet the
current GR/CS requirements as well as incorporate new commercial audio,
recording and storage technologies. Redesigned SW and HW must be
installed in the existing ground processing HW. Replacement HW and SW
must use commercial products which meet the Department of Defense (DOD)
Joint Technical Architecture (JTA) and Defense Information
Infrastructure Common Operating Environment (DII COE) requirements. 4.
Redesign and code existing legacy ground processing Main System
Computer (MSC) and ELINT System Computer (ESC) SW. Redesigned MSC and
ESC subsystems must transfer all of the functionality of the existing
GR/CS Systems 3, 4, 1 & 2 into upgraded SW subsystems. Redesigned SW
must be installed in the existing ground processing HW. Replacement SW
must use commercial products which meet the Department of Defense
(DOD) Joint Technical Architecture (JTA) and Defense Information
Infrastructure Common Operating Environment (DII COE) requirements. 5.
Conduct Systems Engineering, detailed design, and design integration
for modifications and upgrades to existing GR/CS ground and airborne
systems. Utilized core knowledge of legacy GR/CS systems to redesign
for optimal implementation of improvements to the GR/CS fleet. Follow
Department of Defense (DOD) Joint Technical Architecture (JTA) and
Defense Information Infrastructure Common Operating Environment (DII
