(BOP), Health Services Division, is conducting market research for a
commercially available precertification software program that is
capable of : 1) Analyzing requests, from BOP clinical staff, seeking
medical treatment provided by facilities outside of a BOP facility,
including hospitalization, surgical procedures, diagnostic procedures
and specialty referral using nationally accepted and referenced
criteria; 2) Entry of demographics and clinical data at a institutional
level on a nationwide basis; 3) Immediate authorization at an
institution level for routine requests that meet criteria; 4) Automatic
referral of requests not meeting criteria to BOP Regional Offices
and/or the BOP Central Office; and 5) Management oversight reporting
including capability of sorting and comparing on all demographic
parameters, International Code for Diagnoses (revision 9), Codes for
Procedures and Treatments, and source institution. The software must
meet the following Management ofInformation Systems (MIS) technical
requirements: The software based system shall be capable of being
deployed in a centralized fashion, preferably web-based and be able to
function within the BOP's infrastructure as described below: 1) T-1
communication circuits are present between all BOP sites and the BOPS's
Central Office; 2) All sites have LANs with 16Mb/s Token ring topology;
3) The BOP utilizes Novell 3.x/5.x file servers; 4) The BOP utilizes
Windows NT or Windows 95 workstations with 90Mhz and 32Mb RAM or
better; and 5) Oracle database is preferred. The Bureau of Prisons is
an agency of the United States Department of Justice and currently
operates approximately ninety-five correctional institutions across the
country. These institutions provide ambulatory health care services to
approximately 120,000 federal prisoners. Vendors are invited to submit
information that describes, including but not limited to, the
following: 1) the vendors software product and capabilities; 2) a
description of the software's history and usage; 3) a plan on
incorporating the software in to the BOP's precertification program ;
4) pricing information that will assist the BOP in determining the
feasibility of this program; and 5) the availability of the software on
a Federal Supply Schedule Contract or other Federal Government
Contracts. Information should be submitted no later than February 28,
