brownte@eglin.af.mil. The Joint Direct Attack Munition (JDAM) Systems
Program Office, Air Armament Center (AAC)/YU, Eglin AFB, Florida,
intends to issue a contract or contract modification for the JDAM
Product Improvement Program. AAC/YU is currently in Concept Exploration
(CE) Phase II of a Product Improvement Program (PIP) to enhance
performance and tactical employment of the JDAM baseline weapon system.
To expedite this effort, the JDAM program office requires technical
support in the following areas: 1) Analysis and evaluation of precision
guidance technologies for potential JDAM use 2) Analysis and evaluation
of extended range concepts for potential use by JDAM 3) Analysis of
alternate [JDAM] concepts of use/employment 4) Analysis and evaluation
of means/technologies to counter system threats to JDAM operation In
order to perform these efforts, a contractor must be very familiar with
the JDAM weapon system and modes of operation, and must have access to
the JDAM weapon system technical data package (TDP), including allof
its sub-components, and the JDAM 6 DOF model. This is necessary to
understand the JDAM performance characteristics and weapon system
interfaces in order to determine if potential precision guidance
technologies can be integrated with the JDAM weapon system design. At
this time, the Government does not own/possess a TDP for the JDAM
weapon system nor will the Government provide one to complete this
effort. The TDP is currently owned by The McDonnell Douglas
Corporation, A Wholly-Owned Subsidiary of the Boeing Company, PO Box
516, St Louis MO 63166. The contractor must be able to complete the
effort by approximately 31 May 2001. This synopsis is for information
and planning purposes only and does not constitute a solicitation for
bids or proposals, and is not to be construed as any commitment by the

contact Terri Brown at extension 3124. An Ombudsman has been appointed
to address concerns from offerors or potential offerors during the
proposal development phase of this acquisition. The Ombudsman does not
diminish the authority of the program director or contracting officer,
but communicates contractor concerns, issues, disagreements, and
recommendations to the appropriate Government personnel. When
requested, the Ombudsman shall maintain strict confidentiality as to
the source of the concern. The Ombudsman does not participate in the
evaluation of proposals or in the source selection process. Matters of
a routine or administrative nature concerning this acquisition should
not be addressed to the Ombudsman but rather to the Contracting
Officer, Contract Specialist, or the Program Manager identified above.
