Potential sources sought. The Coast Guard is seeking qualified sources
that can receipt, disassemble, inspect and overhaul, repair Pratt &
Whitney gas generator components. The Government anticipates awarding
a requirements contract for one base year and one (1) option year. FOB
origin to the U.S. Coast Guard Engineering Logistics Center, 2401
Hawkins Point Rd., Baltimore, MD 21226-5000. This will be full and open
competition using OEM Pratt & Whitney parts only. Technical data and/or
drawings pertaining to Pratt & Whitney are not available within the
Government and are proprietary to Pratt & Whitney. Accordingly, it is
believed that this nonavailability of technical data precludes the U.S.
Coast Guard Engineering Logistic Center from obtaining competitiion
(for parts only) as they are available from only one source. However,
other potential sources can submit information concerning their
capabilities to perform the overhaul/repair for the purpose of the
Coast Guard to determine whetherto conduct a competitive procurement.
Organizations having the expertise and required capabilities to provide
said items are invited to submit complete information discussing such
capabilities as follows: (i.e. salient physical, functional and
serveability, characteristics)(1) Show that they satisfactorily
manufactured the parts for the Government or the prime equipment
manufacturer; (2) Submit complete and current engineering data
comparing the offered parts tot he OEM parts to demonstrate the
acceptability of the parts. It is the Governments belief that only
Pratt & Whitney, the manufacturer of said items and/or its authorized
dealers and distributors can furnish the required parts and ensure the
proper fit, form and function of all it components. Other concerns
having the expertise and required capabilities to furnish the above
items are invited to submit complete information discussing capabilites
in duplicate within fifteen (15) days of this announcement. No cost or
pricing information is required. This is not a Request for Proposal
(RFP). The Government does not intend to pay for the information
solicited. Responses must be concise and be specifically directed to
the requirements mentioned above. Concerns that respond to the notice
must fully demonstrate their capability, to evaluate capability to meet
the requirement. Adequate detailed data by which to evaluate should be
sent to the attention of Sharon Jackson, Contract Specialist.
