bmanzano@doleta.gov. The U.S. Department of Labor, Region I Office of
Job Corps in Boston (Regional Office) is announcing a comprehensive
media services contract to assist with the development and
implementation of marketing and communications activities within New
England. The Regional Office administers 7 residential facilities in
the 6 New England states (Massachusetts, Connecticut, Rhode Island, New
Hampshire, Vermont, and Maine) that provide an inter-related array of
services aimed at teaching students the vocational, academic, and
social skills they need to secure gainful long-term employment. The
resultant contract will assist New England Job Corps in expanding its
business, civic, and community ties, thereby providing Job Corps
students and graduates with greater opportunities. Marketing and
communications activities will include: developing regional
partnerships between New England Job Corps and large employers that
enhance long-term well-paying placement opportunities for graduates;
developing corporate sponsorships for New England Job Corps Centers
that provide opportunities for advanced training; creating joint
promotional marketing opportunities between large employers and New
England Job Corps that enhance recruitment efforts; initiating
grassroots marketing activities that generate public awareness of Job
Corps and qualified applicant leads of young people ages 16-24;
creating and coordinating a Regional Business Advisory Group that
provides insight into Job Corps Center training and employer outreach
strategies; and designing electronic and conventional employer-focused
materials. It is critical that the selected firm: have a strong
understanding of New England youth issues and attitudes; have solid
experience in developing partnerships with business, civic, and
community leaders in New England; have the ability to develop and
implement strategic plans over the course of months or years; have a
track record of accomplishing complex organizational development tasks
necessary for supporting coalition-building;have media savvy and solid
public relations experience; and have the ability to conduct outreach
activities using all types of media. It is anticipated that the
resultant contract will cover the period April 1, 2000 through March
31, 2002 plus three Governmental unilateral options of one year each.
A Pre-Proposal Conference will be convened promptly at 10:00 a.m. local
time (EST) on February 11, 2000 at the Boston Regional Office of Job
Corps, John F. Kennedy Federal Building, Conference Room E-350, Boston,
MA 02203. Requests for Proposal (RFPs) will be available approximately
February 4, 2000 on the World Wide Web at
http://www.wdsc.org/jobcorps/schedule.html. It is recommended that you
download the RFP from the website prior to attending the Pre-Proposal
Conference. All questions prior to the Pre-Proposal Conference should
be submitted in writing. Proposals in response to this RFP will be due
no later than 12:00 p.m., NOON, local time (EST) on March 6, 2000, at
