and Materiel Command (USAMRMC) has been designated as the executive
agent to support research on humanitarian demining efforts. This will
assist selected countries in relieving human suffering and developing
demining capabilities while promoting U.S. humanitarian interests. The
program goal is to apply advanced technology to reduce human suffering
and the expenses related to treating and rehabilitating the injured.
The program objectives are to minimize the long-term impacts of
civilian landmine injuries through development of computer-aided
training systems for medical staffs, development and implementation of
telementoring and teleconsultation technologies, and implementation of
supporting telecommunications and information technology systems. To
achieve the stated program goal and objectives, the USAMRMC is
soliciting proposals for research on any or all of the following
topics: (1) Computer-aided training to improve the training of health
care providers at the individual and group levels (e.g., continuing
medical education, medical decision support guidelines, collaborative
groupware applications); (2) clinical telementoring and
teleconsultation devices and systems to rapidly diagnose and treat mine
victims (e.g., point-of-care diagnostic devices, trauma support, access
to interactive medical knowledgebases); and (3) appropriate
transmission, networking and telecommunications modalities and systems
that are robust, adaptable, and scalable to meet dynamic demands
(e.g., high bandwidth Frame Relay Wide Area Network or Ethernet Local
Area Network, and lower bandwidth telecommunications that support store
and forward). The duration of project is anticipated to be
approximately 2 years. All offerors must be registered in the Central
Contractor Register in order to be awarded a Government contract or to
be paid on any newly awarded Government contract. This requirement is
open to large and small business concerns. The SIC Code is 8731. If
you are a large business and your proposal will equal or exceed
$500,000, you will be required to submit a Small and Small
Disadvantaged Business Subcontracting Plan. RFP DAMD17-00-R-0008 is
estimated to be issued on or about 16 Feb 00. Proposals are due 45 days
after issue date (3 Apr 00). RFP DAMD17-00-R-0008 will be available via
the USAMRAA website (http://www-usamraa.army.mil). Copies of the
solicitation will only be provided if an offeror does not have internet
access and requests the proposal in writing to the above address.
