commercial items prepared in accordance with the format in Subpart
12.6, as supplemented with additional information included in this
notice. This announcement constitutes the only solicitation; proposals
are being requested and a written solicitation will not be issued.
Solicitation number USSS000012 is issued as a Request for Proposals
(RFP). The RFP document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular 97-14. This action
is a 100% set-aside for small businesses. The SIC code is 5045
Computers and Computer Peripheral and the small business size standard
is 100 employees. The U.S. Secret Service has a requirement for one
hundred three (103) Gateway notebook computers with the following
features: (1) 15 inch XGA Active Matrix TFT Color Display; (2) Intel
500 MHz (or higher) Pentium III Processor with 512K full speed I2
cache, (3) 160 MB SDRAM; (4) 2x AGP ATI Mobility-P with 8 MB SGRAM; (5)
USB Port; (6) NTSC/PAL Video Output & Input; (7) 12 GB Ultra ATA
Removable Hard Drive (sub 15ms access time); (8) Internal DVD Decoder
Card; (9) Modular Combo Drive with 3.5" Floppy Drive; (10) 4x DVD ROM
Drive; (11) Port Replicator; (12) External Battery Charger; (13) 16-bit
Wavetable Sound & Stereo Speakers; (14) Integrated 56K Modem; (15) Two
12 Cell 60 WHr Lithium Ion Batteries and AC Pack; (16) 88 key MS
Windows 95 Keyboard; (17) Zoomed Video and CardBus Support; (18) EZ Pad
Pointing Device; (19) Deluxe Carrying Case; (20) McAfee Anti-Virus
Software; (21) Microsoft Windows 98 2nd Edition (CD-ROM); (22) Laplink
software; (23) Microsoft Vidcap; (24) 3-year Extended Warranty; (25)
Additional 12 GB Ultra ATA Removable Hard Drive; and (26) Gateway Solo
Auto/Airline Adapter. No substitutions will be accepted. The following
Federal Acquisition Regulation (FAR) clauses are applicable unless
otherwise noted: 52.212-1, Instructions to Offerors-Commercial Items.
52.212-2, Evaluation Commercial Items; 52.212-2 Paragraph (a)fill-in is
as follows: "The Government intends to award a firm fixed price
contract to the responsible offeror with acceptable past performance
whose proposal is the lowest cost and conforms to the specifications."
52.212-4 Contract Terms and Conditions -- Commercial Items (May 1999);
52.212-5 Contract Terms and Conditions Required to Implement Statutes
or Executive Orders -- Commercial Items (May 1999). The following
additional clauses cited in 52.212-5 that apply to this acquisition
are: (1), (11), (12), (13), (14), (15), and (23). The fill in for
clause (23) is as follows: "within 10 days of award." A copy of FAR
52.212-3, Offeror Representations and Certifications -- Commercial
Items, is available online at the following web address:

Employment Reporting Requirements is available online at
http://www.treas.gov/usss/pro/vets.htm. A signed copy of the Offerors
Representations and Certifications ("Certification") and a completed
Compliance with Veterans Employment Reporting Requirements
("Compliance") must be included with each offeror's proposal. Each
proposal also shall include for evaluation of past performance at least
three references for contract/purchase orders for similar products.
Each reference must include the customers name, address, contact person
and telephone number, project name, period of performance, and contract
value. If business entity establishment is less than three years,
provide related experience of key personnel. Past performance will be
valued as neutral, acceptable or unacceptable. Delivery shall be made
within thirty (30) days of receipt of order, FOB Destination -- Inside
Delivery, with all freight included in the delivered price to the

Riley. All responsible offerors shall mail proposals to the U.S. Secret
Service, Procurement Division, 950 H Street, NW Suite 6700,Washington,
DC 20001, Attn: Kathleen S. Wilson; no later than the 12:00 P.M.
(noon) Thursday, January 27, 2000. Telephone requests for copies of the
FAR clauses or provisions will not be accepted. Award is anticipated
