willism@hqda.army.mil. The Defense Supply Service-Washington (DSS-W) on
behalf of the Defense Telecommunications Service-Washington (DTS-W)
intends to award an interim non-competitive contract to Harris
Corporation, Melbourne, Florida, to allow the transition to the
competitively awarded DISN NCR MAN contract. The contract services are
for operations and maintenance in support of a telecommunications
system for Fort Belvoir to include total performance responsibility for
the system and related services, with the exception of Fort Belvoir 300
Area. The Fort Belvoir system includes the design, engineering,
furnishing, installation, provisioning, testing, maintenance, and
operations of all telecommunications services provided by the Northern
Telecom MSL-100 switch, remote switching modules (RSM), the ITN SONET
backbone network, and managing the Systems Management Center (SMC)
using the Netplus telephone/telecommunications system requirements
during the contract life and service order and billing services as
required under the contract. The contractor shall also be responsible
for the basic switching equipment, distribution frames,
attendant/operator consoles, subscriber line circuit equipment, premise
wire/distribution and outside cable distribution plant (includes aerial
cable, direct buried cable, cable within manholes, ducting & conduit),
transmission equipment, station equipment, special non-switched
private line circuit equipment, reserve power equipment, and all other
ancillary equipment necessary to provide a total telecommunications
system and related services. Additionally, the contractor may be
responsible for the engineering, furnishing, installation and testing
of all new LANs. The switched services currently provided under the
current contract are necessary to allow dial-up voice and data exchange
among DoD users. These services connect to approximately 17,000 users.
The proposed contract action is for a base year of twelve months and
two six-month options. The proposed contract action is for supplies and
services for which the Government intends to solicit and negotiate with
only one source under the authority of FAR 6.302-1, Only One
Responsible Source. This notice of intent is not a request for
competitive proposals. However, all proposals received within
forty-five days after date of publication of this synopsis will be
considered by the Government. A determination by the Government not to
compete this proposed contract based upon responses to this notice is
solely within the discretion of the Government. See Note 22. Posted
