for the purchase of a commercial item prepared in accordance with the
format in FAR Subpart 12.6, the test program in FAR Subpart 13.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation, quotations are being
requested and written solicitation will not be issued. This
solicitation is issued under Request For Quotations (RFQ) number
DAHA13-00-R-0001. All quotes shall reference the RFQ number and shall
be submitted by 4:30 P.M. local time on 1 February 2000. Each vendor
will be contacted with a time for his/her oral presentation to be
conducted the week of 7 February 2000. The oral presentation will be
limited to 45 minutes; therefore, vendors will need to address all key
elements identified herein within the time allotted. The anticipated
award date is 14 February 2000, with a performance period of 60 days.
The solicitation document and incorporated provisions and clauses are
those in effect through Federal Acquisition Circular FAC 97-14. This
solicitation is issued under small business small purchase set-aside
procedures, Standard Industrial Code (SIC) 7389, size standard $5.0.
The Iowa National Guard wishes to procure the services of a vendor to
produce an electronic business card. The design of the electronic
business card and the related web site will be focused on prospective
applicants for enlistment into the Iowa National Guard. Contents and
material used within the card and web pages will be focused into that
direction. The Recruiting and Retention Manager envisions the card as
being both arresting and stimulating, through both sound & sight. This
is to be accomplished by using every current multimedia design and
marketing principle possible. The content is envisioned to include
sound bites, still images, and video clips relevant to a young person's
experience while serving in the Iowa Army National Guard. It should
encompass their local, State, and Federal missions and cover such
topics as patriotism, tuition assistance, acquisition of job skills,
and community involvement. All soldiers and equipment seen or heard on
the card are to be authentic Iowa Army National Guard Soldiers and
equipment. All video and audio production is to take place in Iowa, at
the location and availability of the soldiers and/or equipment
involved. Other images and/or sound bites may include State-of-Iowa or
Federal military, civilian, or political leaders. The Iowa National
Guard will provide video footage, text, and images that support this
concept. The vendor will provide additional video footage, audio, text,
& still images that will support and enhance the materials provided by
the Iowa National Guard. The vendor must array and conceptually design
these materials into an effective presentation that will captivate the
prospect, causing them to act in a favorable fashion as a result of
the presentation. Favorable actions include but are not limited to:
Moving through the interactive features of the card; Using hotlinks
contained within the card content to move to specified web sites;
Requesting additional information/Providing personal information;
Contacting the local recruiter. The vendor will target focus groups and
review the proposed material with the focus groups during each phase of
development. Focus groups will be from the target audience of
prospective applicants for enlistment into the Iowa Army National
Guard. During each phase of development a face-to-face briefing will be
conducted with the Recruiting and Retention Manager, Marketing NCO, and
a Contracting Representative for direction and input. The size of the
card will be approximately 2 "x 3 5/8". The card will be rectangular in
shape and resemble a business card. One side of the card will display
the Iowa Army National Guard logo in a business card type of format
that will carry information specific to the card carrier (Name,
address, phone number(s), FAX Number, and Email address). The curious
shape of the card (It's not round), in conjunction with the interesting
logo, is intended to entice recipients of the card to insert it into a
CD ROM player on a computer and peruse the contents. The card will be
operable in all types of CD players. Material used in the construction
of the card will be consistent with the industry standard. The format
of the business card will be for a Windows environment and will operate
with WIN95 (or greater) operating systems, a Pentium class processor,
and standard CD speed of 4x or faster. All programming required to
operate the CD will be self-contained. The CD will have a minimum of 30
megabits of storage capacity. The business card will be completely
interactive in design of the material contained within. The
architecture of the CD's content will cause the prospect to move around
the content, viewing different information and presentation within the
CD as described herein. The CD will contain information that, while
interesting enough to cause the favorable actions, will be generic
enough in nature as to not becomequickly outdated. The CD will contain
hotlinks to web sites, which, due to their easily updated nature, will
contain the more specific information. The design of the CD will allow
for modification and updating of content as needed by future changes
in information without architectural re-design of the card. As
discussed within the context of this proposal, the card will contain
complete multimedia capabilities to include motion, sound, text, still
images, & hotlinks to websites. All content provided on the card and
all electronic files necessary to produce additional business cards or
modify the original business card will become the sole property of the
Iowa National Guard. The vendor will provide all of the specific
architectural and design features required to produce and operate the
card. Concurrently, the vendor will consult with the designer of the
Iowa Army National Guard's web site to ensure a seamless transition
between the card & the web site. The vendor will ensure that all media
and graphics procured and/or produced for the card will also be
available to our web designer. The vendor is expected to provide
consultation on the development of the material included in the
business card to include advertising and marketing strategies. The
Place of Delivery, inspection, and acceptance is Iowa Army National
Guard, Camp Dodge, Building W-12, 7700 NW Beaver Drive, Johnston, Iowa
50131-1902. FOB Destination. Solicitation provision at FAR 52.212-1,
Instructions to Offerors Commercial Items (OCT 95) is hereby
incorporated by reference. The Government will award a contract
resulting from this solicitation to the responsible offeror whose offer
conforming to the solicitation will be most advantageous representing
the best value to the Government price and other factors considered.
The following technical factors shall be used to evaluate offers:
Ability to work physically with the RRM office throughout the duration
of the project; Marketing & advertising strategy; Architecture &
structure; Physicalcharacteristics of the card; Ability to modify &
update card content without architecture re-design; Past performance.
The vendor shall submit a written proposal addressing all the technical
factors outlined above. The proposal shall be of sufficient detail as
to allow a board to review and rate the proposal. The proposal shall
identify the capabilities, marketing and advertising strategy, and
concepts. References (Including POC and phone number) and samples of
past work must be included in the proposal. The written proposal will
be no more than 35 pages in length. All information exceeding 35 pages
will be disregarded. Vendors shall take the appropriate actions to
become familiar with the web site currently in use by the Iowa National
Guard. Selection of a vendor will be evaluated by their abilities to
address all the issues as laid out in this announcement. The price
proposal will first be evaluated based on the desired quantity of
business cards, 25,800 (54 sets of 400 cards each, 21,600 cards, will
be labeled with individual names, Recruiters and office staff, and
informational text. 4,200 cards will have generic Iowa Army National
Guard text). If funding is not available to procure the desired amount
of business cards the price evaluation will be on the minimum
quantity, 12,800 (54 sets of 200 each, 10,800, will be labeled with
individual names, Recruiters and office staff, and informational text.
2,000 cards will have generic Iowa Army National Guard text). Vendors
shall provide a price for both 25,800 and 12,800 business cards. The
technical factors will be rated higher than the cost factors. Past
performance will be evaluated as follows: Evaluation of past
performance shall be based on information provided by the offerors and
any other information the Government may obtain by following up on the
information provided by the offerors and/or through other sources (i.e.
offerors performance on previously awarded contracts and/or contracts
with other Government entities). The offeror must identify three
Federal, State, or local Government and private contracts for which the
offeror has supplied similar products identified in this solicitation.
References should include the most recent contracts completed within
the last five years. The offeror shall provide a point of contact,
current telephone numbers and fax numbers for each contract. Offerors
shall address each evaluation factor stated above, failure to address
any item may cause the offerors proposal to be rejected. Offerors are
reminded to include a completed copy of provision at FAR 52.212-3,
Offeror Representations and Certifications Commercial Items, with its
offer. FAR 52.212-4, Contract Terms and Conditions Required to
