99 -- DESIGN, INSTALLATION AND MODIFICATION OF NLM'S LISTER HILL CENTER AUDITORIUM SOL NLM RFQ 00-58/KDR POC Karen D. It is the intent of the National Library of Medicine (NLM) to negotiate on a sole source basis with Robert F. Slye Electronics, 3415 North Washington Blvd., Arlington, Virginia, 22201, for Auditorium Audio and Video Installation Services to complete the final phase of the upgrade of NLM's Lister Hill Center (LHC) Auditorium. Robert F. Slye is the only source capable of completing the upgrade because it owns the proprietary design and installation documents. Robert F. Slye has demonstrated specialized expertise in its prior design, engineering, and installation of customized projection, control, audio, video and multimedia systems for NLM conferencing facilities. It installed the original audio and video systems in the LHC Auditorium and has subsequently designed and installed several system modifications to upgrade this facility, including the recent redesign. It is the recommended manufacturer-authorized installation agent for all systems being installed in the LHC Auditorium. Robert F. Slye Electronics is the only source able to guarantee satisfactory completion of this crucial upgrade within the highly restricted time frame and within NLM's technical limitations for this project. The period of performance for this work will be February 4, 2000 through February 26, 2000 due to existing scheduled auditorium commitments. In accordance with the design plan and installation drawings produced in Phase I, Robert F. Slye Electronics shall perform the following tasks: (1) remove selected, outdated equipment and cabling; and (2) install, integrate, and test new systems, and modifications to existing systems in the LHC Auditorium, including: a microphone conferencing system, video monitors, slide projectors, audio and video switchers, touch-screen remote controls, video camera and pan/tilt head, videoconferencing codec, audio amplifiers, electronic crossover and monitor speakers, pressbox, audio processor and telephone hybrid, microphones, sync generator, conference prompter, timing generator, and audio and videodistribution amplifiers. The work to be performed requires a highly experienced professional contractor that has consistently demonstrated specialized expertise and a high standard of workmanship in installations previously completed. There is also a requirement for the timely start and finish of this project. NLM's LHC Auditorium is used by the entire NIH community, frequently in collaboration with national medical organizations and societies, to host meetings, conferences and seminars that require state-of-the-art, multimedia presentation capabilities. This facility, therefore, must be modified only by a contractor with proven expertise and a thorough understanding and knowledge of the existing installation. The contractor must be a recommended, authorized installation agent for all the LHC Auditorium systems, including the microphone conferencing system from Brahler, Inc. NLM has determined that Robert F. Slye Electronics is the only source with the pertinent experience, established professional relationship with relevant manufacturers, in-depth subject expertise, and personnel capable of providing the necessary services.
