PROJECTS WITHIN THE RICHMOND DISTRICT DUE 021400 POC Martin Petrey,
336/665-2886 Repair & Alteration Projects: One or more Indefinite
Quantity Contracts for Architect/Engineer Services for design,
preparation of contract documents, contract administration, and
inspection services for repair and alteration projects, including site
adapt for modular units, for postal facilities within the Richmond
District. The Richmond District includes the following counties:
Accomack, Albemarle, Alleghany, Amelia, Amherst, Appomattox, Augusta,
Bath, Botetourt, Brunswick, Buckingham, Caroline, Charles City,
Charlotte, Chesterfield, Culpeper, Cumberland, Dinwiddie, Essex,
Fluvanna, Gloucester, Goochland, Greene, Greensville, Hanover, Henrico,
Highland, Isle of Wight, James City, King and Queen, King George, King
William, Lancaster, Louisa, Lunenberg, Madison, Mathews, Mecklenburg,
Middlesex, Nelson, New Kent, Northampton, Northumberland, Nottoway,
Orange, Page, Powhatan, Prince Edward, Prince George, Richmond,
Rockbridge, Rockingham, Shenandoah, Southhampton, Spotsylvania,
Stafford, Surry, Sussex, Warren, Westmoreland, and York. The Richmond
District also includes the following independent cities: Buena Vista,
Charlottesville, Chesapeake, Clifton Forge, Colonial Heights,
Covington, Emporia, Franklin, Fredericksburg, Hampton, Harrisonburg,
Hopewell, Lexington, Newport News, Norfolk, Petersburg, Poquosen,
Portsmouth, Richmond, South Boston, Staunton, Suffolk, Virginia Beach,
Waynesboro, and Williamsburg. The contract will be for a base term of
two years, with three one-year renewal options. Individual work orders
will be negotiated for each project. Work orders for any one project
cannot exceed $250,000. The total contract amount over the five-year
period cannot exceed $2,500,000; the minimum total contract amount is
$5,000. Firms that have the qualifications to perform the services
described previously are invited to submit a completed SF-255,
Architect-Engineer and Related Services Questionnaire for Specific
Project; a completed SF-254, Architect-Engineer and Related Services
Questionnaire; and a completed SF-254 for each of its proposed
consultants to the office shown above, postmarked not later than
February 14, 2000. The selection will be conducted by using both the
submitted SF-255 and the SF-254s. Interested firms with more than one
office must indicate on their SF-255 the staffing composition of the
office in which the work will be performed. Consideration will be given
to the firms responding to this advertisement in accordance with the
instruction in the following order of preference: (1) firms located
within 25 miles of the cities of Richmond, VA, Virginia Beach, VA, and
Charlottesville, VA; (2) firms located within 50 miles of the cities
of Richmond, VA, Virginia Beach, VA, and Charlottesville, VA; and (3)
firms located within the Richmond District as described above.
Architectural and engineering firms will be considered as local only if
their sole office is in the local geographical area or they have a
local branch office and all the architectural design, coordination, and
management of the project will be performed in that office. There is no
restriction on the geographical location of consultants. The minimum
acceptable architect complement of the prime firm is two licensed
architects in the covered area. The minimum acceptable engineering
complement of the consultants consists of, one electrical engineer, one
mechanical engineer, one structural engineer, and one civil engineer
all being licensed in the covered area. The contract contains a
requirement for firms to provide evidence of current errors and
omissions insurance of $200,000 per claim. At the discretion of the
Contracting Officer, multiple awards may be awarded. Participation of
minority-owned and woman-owned businesses in U.S. Postal Service
architect-engineer selections is encouraged. It is prohibited to pay
any fee, commission, percentage, or brokerage fee to any person or firm
contingent upon or resulting from award of a contract for this project.
No other general notification for this project will be made.
