Department of State(DOS) has a need for an indefinite-delivery
requirements type contract (or contracts) for research and analysis of
all aspects of verification, implementation, and evaluation of the
conventional arms control treaty negotiations. It is anticipated that
a time-and-materials contract (or contracts) will be awarded. The areas
of support include six (6) Research Categories: (1) Conventional Force
Arms Control Implementation and Verification; (2) Confidence-and
Security-Building-Measures and Regional/Global Stability; (3)
Conventional Force Capability Assessment; (4) Other Country Views and
Perspectives on Security Needs and Conventional Arms Control; (5)
Controls on the Export of Weapons and Weapon-Related Technology; and
(6) Regional Arms Control and the Conventional/Non-conventional
Relationship. DOS reserves the right to award a single contract for all
six (6) Research Categories, separate single awards for less than all
Research Categories, or multiple awards for all or less than all
Research Categories. The estimated performance period for the proposed
contract(s) will be for one (1) base year and four (4) additional
one-year option periods, which may be exercised at the discretion of
the Government. It is anticipated that the level of effort for all Task
Orders issued in the first contract year will be two (2) person-years
of professional effort. Additional funding for tasks may be available.
Level of effort for option years, if exercised, will vary, pending
availability of funds but is expected to be approximately two (2)
person-years of professional effort per year. The successful offeror
must possess or be able to obtain a Top Secret facility security
clearance and the capability to safeguard Secret classified information
in accordance with the National Industrial Security Program Operating
Manual (DOD 5220.22-M) prior to contract performance. Contractor
personnel assigned to this contract must possess Top Secret personnel
security clearances, and specifically designated personnel must be
eligible for access to Sensitive Compartmented Information (SCI). If an
uncleared firm is selected, it will be sponsored for a facility
clearance by the Department of State. Sponsorship does not guarantee
that a firm will receive the clearance. Any firms which form joint
ventures for the purpose of bidding on the contractual effort must also
comply with the facility and personnel security clearances stated
above. All requests for RFP No. S-LMAQM-00-R-0026 must be in writing
(e-mailed requests will be accepted). Telephone requests will not be
accepted. DOS anticipates RFP NO. S-LMAQM-00-R-0026 will be issued on
or about 30 days after the publication of this notice. Closing date
will be 30 days after issuance of the RFP. All responsible sources may
