NASA/SSC intends to purchase thirty-five (35) each, Hight Impedance AC Amplifier, Model 6686A from RC ELECTRONICS, INC., 6464 Hollister Ave., Santa Barbara, CA 93117 on a sole source basis. A Justification for Non-Competitive Procurement is included in the file. The Model 6686A is used for the acquisition of high freqency data from rocket engine tests conducted on NASA/SSC Test Stands. These units will replace existing Dynamics Model 6686 amplifiers. The existing Dynamics model amplifiers were constructed of discrete components of which some are now obsolute and non-repairable. It is mission critical that the Dynamics models be replaced with compatible, state of the art amplifiers in order to continue support of on-going rocket enging tests at SSC. The market survey indicates there are no other sources for the required AC amplifiers that are compatible/interchangeable with the existing system. The Government intends to acquire a commercial item using FAR Part 12. Interested organizations may submit their capabilities and qualifications to provide the equipment in writing to the identified point of contact not later than 4:00 p.m. local time on January 31, 2000. Such capabilities/ qualifications shall include: descriptive literature of the offered product, price, availability, warranty, business size, taxpayer identification number, cage code, and invoice terms which will be evaluated solely for the purpose of determining whether or not to conduct this procurement on a competitive basis. A determination by the Government not to compete this proposed requirement on a full and open competition basis, based upon responses to this notice is solely within the discretion of the government.
