COMMERCE BUSINESS DAILY ISSUE OF JANUARY 14,2000 PSA#2516U -- EDUCATIONAL SERVICES The Patent and Trademark Office (PTO) intends
to issue a sole-source blanket purchase agreement for a one year base
period, starting the spring semester January 2000, ending December 2000
and a one year option period starting the spring semester, January
2001, ending December 2001. Marymount University has been determined to
be the only responsible source for graduate level classes and services:
1) Provide on-site educational services in conformity with academic
requirements established and prescribed by the University, its
accrediting agency, and its government board and which meet the
educational needs of the U. S. Patent and Trademark Office; 2) Apply
admission, transfer, grading, probation, tuition, and graduation
policies and requirements as established in the University catalog and
student handbook as mutually agreed upon; 3) In cooperation with the
Employer, where appropriate, establish beginning and ending dates of
terms, class schedules, and vacation dates; 4) Provide appropriate
on-site support for PTOU-U staff for registration, placement testing,
and professional education counseling/academic advising on a mutually
agreeable basis consistent with the requirements of the academic
institution and PTO-U programs including an on-site academic counselor
available to students for twenty hours per week for 50 weeks per year,
additional service (study skills workshops, recruiting activities,
etc.) as required, estimated to average two hours per week, on-site
faculty availability for advising for three ours per week of each
semester and, on-site administrative liaison by the Associate Dean of
the Center for Comprehensive Learning at an average of two hour per
week; 5) Submit enrollment and course data to the Employer upon
request; 6) Designate an administrative person, employed by the
University, to maintain continuing liaison with the designated
representative of the Employer (COTR or PTO-U Director); 7) When
engaged in on-site instruction, notify its faculty of the Employer's
rules and regulations regarding security, ingress, egress, safety,
conservation, parking, and sanitation, as may be transmitted in advance
to the University by the designated representative of the Employer (see
PTO-U faculty handbook); 8) Admits students of any sex, race, color,
handicap, national and ethnic origin or age to all the rights,
privileges, programs, and activities generally accorded or made
available to students. It does not discriminate on the basis of sex,
race, color, handicap, national and ethnic origin or age in
administration of its educational policies, admission policies,
scholarships and loan programs, employment or athletic and other
school-administered programs; and 9) Provides information and materials
for use in publishing schedules and participate in promotion of the
University's educational programs. PTO intends to award this blanket
purchase agreement to Marymount University, 2807 North Glebe Road,
Arlington, VA, 22207. This is not an RFQ nor will one be available.
