Work Statement: STORET Data Migration EPA Region VIII has created a Regional Nutrient Team to support the EPA's National Nutrient Criteria Development Project. This Team is made up of primary water quality data owners in Colorado, Montana, North Dakota, South Dakota, Utah and Wyoming. The Team is now looking to facilitate the collective management of existing nutrient water quality data in the region. The Team has decided to use STORET to manage this existing data because 1) STORET is the EPA's primary water quality database, 2) the data will then be easily and permanently available to Region VIII's Nutrient Team so that it can identify additional data gaps and eventually establish nutrient criteria, and 3) the data can be collectively copied into the National Nutrient Database. STORET is an EPA sponsored database that allows Federal, State and Local entities to STOre and RETrieve water quality data. The Regional Nutrient Team is now collaborating with Martin McComb, EPA's Region VIII STORET Coordinator, to migrate existing nutrient water quality datasets into STORET. Region VIII has numerous Federal, State and Local environmental agencies who own nutrient data and are willing to contribute their data to STORET. Unfortunately, most of these datasets need to be formatted for STORET. As a result, the Regional Nutrient Team is looking for a contractor to migrate existing nutrient data into STORET. The Nutrient Team realizes that much of this nutrient data is included in datasets that may contain other water quality data and that often times it may be more efficient to migrate an entire dataset as opposed to just selecting the nutrient pieces. The contractor who is selected will 1) Complete the migration of existing datasets held by the States of South Dakota, Wyoming, Colorado and Utah, 2) Work with EPA staff to perform a complete assessment of additional nutrient data sources in EPA Region 8, 3) Work with the Regional Nutrient Team to prioritize these data sources on the basis of importance and migration feasibility, and 4) Facilitate the migration of priority datasets into STORET. It is anticipated that this work will be completed by December 31, 2000. Awards will be made based on price and best value. To determine best value, EPA will evaluate the quotations based on the following criteria: 1) Knowledge of the EPA's modernized STORET database (released November, 1998), 2) Familiarity with water quality data, 3) Ability to respond to individual work requests in a timely manner, and 4) The total job cost. The contractor will be reimbursed for travel at the Federal Government rates. Please submit a brief proposal that includes: 1. A description of your experience with the modernized STORET database. 2.
