535-6236 DESCRIPTION: The National Park Service, Harpers Ferry Center,
is soliciting proposals for the fabrication and installation of
painted wood sign panels with routed graphics using digital routers,
and painted wood posts for the Zion National Park transportation
system. The Contractor shall provide all labor, materials, equipment,
facilities, travel and installation of sign components at Zion National
Park, Springdale, Utah. Production of graphics and text will be done
from Government-Furnished digital files done in Macintosh Adobe
Illustrator. This synopsis is issued under Part 12, Acquisition of
Commercial Items of the Federal Acquisition Regulations (FAR) --
Request for Proposal Number RP117000046. This acquisition will be
conducted under the Simplified Acquisition Procedures authorized in
Part 12 as set forth in Subpart 13.5. The Solicitation with
specifications will be posted on our Web Page on January 20, 2000, at
http://www.nps.gov/hfc/support/rfp.htm, therefore a paper copy of the
solicitation will not be provided. Proposal submission and evaluation
of offers will be conducted using a two phased approach. Phase I
proposals shall identify the ability to meet the critical installation
date of May 12, 2000, include three past performance references for
projects similar to the scope of this RFP, and identify a list of three
painted wood sign panel projects similar to the specifications of this
RFP. Projects must demonstrate the ability to perform installation by
proposed personnel including subcontractors. Information shall be
submitted on or before January 28, 2000. The inability to meet the
critical installation date of May 12, 2000 will determine proposals to
be unacceptable, together with a review of past performance references
similar to the scope of this RFP, the list of three painted wood sign
panel projects similar to the specifications of the RFP which include
the capability of performing installation. If proposal submission is
determined to be unacceptable, no other information will be requested.
Based on the acceptability of the above information, the Government
will determine the Competitive Range. Offerors will be notified of
their selection into the Competitive Range on February 7, 2000. If
selected into the Competitive Range, offerors will be asked to submit
a detailed Business Management/Cost Proposal on or before February 14,
2000. The following evaluation criteria will be used to evaluate
proposal submission: (1) The ability to meet the critical installation
date of May 12, 2000; (2) three past performance references for
projects similar to the scope of this RFP; (3) a list of at three
painted wood sign panel projects similar to the specifications of this
RFP which demonstrate the ability to perform installation by personnel
proposed including subcontractors; and (4) Business Management/Cost
proposal. The Government anticipated award of a firm-fixed price
contract on or before February 18, 2000. The provision at FAR 52.212-1,
