a solicitation for Assessment on Recovering Costs Associated w/GOCO
Facilities. Services shall include furnishing all personnel,
facilities, materials, and equipment necessary to prepare an assessment
report of the prospects of recovering costs from insurers of the
operating contractors associated with environmental restoration at
identified GOCO facilities. The assessment will include: a summary of
historical third-party insurance coverage for each GOCO facility; a
detailed written legal analysis of the potential claims for each of the
GOCO facilities; recommendations as to which insurance carriers to
notify; including the procedure for notifying the carriers;
recommendations for interfacing with past and present GOCO contractors
relative to the pursuit of insurance recovery; recommendations for
responding to insurance carrier inquiries and/or coverage positions;
and recommendations for maximizing the insurance recovery in an
efficient and cost effective manner, including a projected timetable
for completion. The contractor shall evaluate the Government's
potential for recovery under State Laws regarding insurance,
environmental and real property, and in light of federal contractual
provisions related to indemnification of operating contractors. The
contractor is required only to evaluate the potential for recovery
against the insurer(s) of operating contractors at GOCO facilities, not
the operating contractors themselves. This report shall provide
information to assist agency counsel in developing a case or reviewing
evidence and is privileged to the agency. The reports generated shall
be referenced and footnoted. Appendices shall include appropriate
backup documentation, sources contacted, and calculations. Reports
shall include an accurate narrative description and analysis. The draft
assessment is due 90 days after date of award. The final assessment is
due 120 days after date of award. This report shall be in
congressional format. This will be a best value procurement. SIC Code
is 8111. This will be a firm fixed price contract. This procurement is
unrestricted. The contractor will be required to sign a non-disclosure
form. The Defense Federal Acquisition requires that all contractors who
provide goods/services to the DOD be registered in the Central
Contractor's Register (CCR). A contractor cannot be awarded a DOD
contract if they are not registered in the CCR. You may register via
