SOLE SOURCE REQUIREMENT NOTICE -- This requirement is for the purchase of approx. 17 Test Program Sets(TPS) for use with the Benchtop Reconfigurable Automatic Tester (BRAT). These TPSs will be used with the BRAT to provide Line Replaceable Unit (LRU) testing and fault isolation of E-3 APY-1/2 LRUs. ATTI (Advanced Testing Technologies Inc.) is the OEM for the test set, the system software, and the existing Test Program Set (TPS) that consists of a single TPS with 20 plus subroutines. This effort will be to segregate 17 of these subroutines into 17 stand- alone TPSs. A substantial portion of F41608-94-C-0347 (earlier contract) cost was for writing the single TPS with subroutines, and ATTI alone possesses the data. Engineering data is not available to allow a non-OEM contractor to complete the effort required without duplicating what ATTI has already done and is currently under contract to do, without significantly increasing program cost. To reproduce the subroutine data would result in substantial cost duplication since possession of the subroutine data is critical to the creation of the stand-alone TPSs. All potential offerors should contact the buyer/PCO identified in this notice for additional information and/or to communicate concerns, if any, concerning this acquisition. If your concerns are not satisfied by the contracting officer, an Ombudsman has been appointed to hear concerns from offerors or potential offerors during the proposal development phase of an acquisition. The Ombudsman does not diminish the authority of the program director or Contracting Officer, but communicates Contractor concerns, issues, disagreements, and recommendations to the appropriate Government personnel. When requested, the Ombudsman shall maintain strict confidentially as to the source of the concern. The Ombudsman does not participate in the evaluation of proposals or in the source selection process.
