Provide all labor, equipment and materials necessary for barracks rehabilitation. The work includes interior renovations, HVAC equipment and ductwork replacement and electrical systems upgrade. Site improvements include: Repairing a section of depressed concrete walkway adjacent to the bulkhead and concrete stairway; replacement of underground sanitary piping; replacing site light fixtures; installation of concrete pier foundation and erection of a Government-furnished 100-foot, free-standing steel communication tower. The work shall be completed in phases to allow the Coast Guard personnel to occupy Duty Rooms during the construction work. The estimated price range is between $250,000.00 and $500,000.00. Bid guarantee, payment and performance bonds are required. There is a non-refundable charge of $20.00 for the bid package. Checks should be made payable to the U. S. Coast Guard. This solicitation is being issued pursuant to the Small Business Competitiveness Demonstration Program and is open to both small and large businesses participation. All responsible sources may submit a bid, which will be considered by this agency. Requests for a bid package must be submitted in writing. Those who have previously requested this project under the Presolicitation Notice (CBD Submission No. 400004, dated 11/10/99, do not need to request again. For: Minority, Women-owned, and Disadvantaged Business Enterprises : The Department of Transportation ( DOT) Office of Small Disadvantaged Business Utilization (OSBDU), has a program to assist minority, women-owned and disadvantaged business enterprises to acquire short-term working capital and bonding assistance for transportation-related contracts. This is applicable to any eligible prime or subcontract at any tier. The DOT Bonding Assistance Program enables firms to apply for bid, performance and payment bonds up to $1.0 million per contract. The DOT provides an 80% guarantee on the bond amount to a surety against losses. Loans are also available under the DOT Short-Term Lending Program (STLP) at prime interest rates to provide accounts receivable financing. The maximum line of credit is $500,000.00.
