combined synopsis/solicitation for commercial items prepared in
accordance with the format in FAR subpart 12.6 as supplemented with
additional information provided in this notice. This announcement
constitutes the only solicitation. A quote is being requested and a
written solicitation will not be issued. Solicitation number
9PSF-00-009 is issued as a Request For Quote (RFQ). The Standard
Industrial Code is 3663; small business standard size is 500 employees.
Type of set-aside: Total Small Business Set-Aside. The incorporated
document provisions and clauses are to be in effect through Federal
Acquisition Circular 97-14. This requirement is for 80 ea of the
following non-developmental commercial items, which are manufactured by
Television Equipment Equipment Associates. Item 0001: NTN5231C
COLIII-AS-A collarset III headset with adapter for Motorola Astro
Radios. Delivery terms shall be FOB destination with delivery 30 days
after award and shall be delivered to 450 Golden Gate Avenue, Room 685,
San Francisco, CA 94102. Inspection and acceptance shall be made at
destination. The following clauses and provisions are incorporated and
are to remain in full force in any resultant purchase order; FAR Part
52.212-1 Instructions to Offeror-Commercial Items (Jun 99) is
incorporated by reference, applies to this acquisition and is amended
to read: submit signed and dated offer to GSA Federal Protective
Service (9PSS), Room 5474 450 Golden Gate Avenue San Francisco, CA
94102-3434 at or before 1530 (3:30 p.m.) PST 25 Jan 00. Quotations must
be signed, dated and submitted on your Company's letterhead or
quotation form. Quotations may be submitted via FAX (415-522-3218) to
William J. Wylie's attention or by E-mail to william.wylie@gsa.gov.
Clause 52.212-2 Evaluation-Commercial Items (Jan 99) Evaluation Factors
past performance, technically acceptable product and price will be
evaluated as being substantially equal. The government reserves the
right to make award on the initial quote without discussions. Each
offeror shall include a completed copy of the provisions at FAR
52.212-3 III, Offeror Representation and Certifications-Commercial
Items(Oct 99) with its quote. FAR 52.212-4, Contract Terms and
Conditions-Commercial Items (May 99) is incorporated by reference and
applies to this acquisition. The clause at FAR 52.212-5, Contract Terms
and Conditions Required to Implement Statutes or Executive
Orders-Commercial Items (Sep 99) and 252.212-7001 Contract Terms and
Conditions Required to Implement Statutes on Executive Orders
applicable to Executive Branch acquisitions of commercial items (Sep
99) are incorporated by reference, however, for paragraph (b) only the
