modification is to replace the synopsis posted on the 17th of December
1999 on the Electronic Posting System, with the following synopsis:
The Air Armament Center (AAC), Eglin AFB, FL, intends to award a sole
source contract for ecological monitoring to Tall Timbers Research
Station, Route 1, Box 678, Tallahassee, FL 32312-9712. This contract
will assess the effects of various restoration operations within the
longleaf pine sandhill ecosystem for the final year post-treatment data
collection using the same methods as precious years to measure
responses of avian community to three different hardwood midstory
reduction techniques. This study is part of a larger, on-going,
cooperative scientific experiment to evaluate different longleaf pine
restoration techniques on Eglin AFB. Specific objectives to be
accomplished include collection of information and data on: winter
foraging behavior and ecology of birds on experimental treatment areas,
species composition and relative abundance of mixed species foraging
flocks during winter, and the abundance of breeding birds on
experimental treatment plots. Other work to include assisting in the
monitoring of vegetation and insects, and the collection of soil
samples in study plots. Emphasis will be on compiling data and
analyzing data to prepare final reports. Collaboration and cooperation
with other researchers from the Nature Conservancy, University of
Florida, and Eglin AFB are also involved in this restoration
experiment. The Standard Industrial Classification Code (SIC Code) for
this acquisition is 0851 ($5.0 million). Please identify whether you

number for this announcement is F08651-00Q0204 and is issued as a
request for quote (RFQ). This is a combined synopsis/solicitation for
commercial items prepared in accordance with FAR Subpart 12.6, as
supplemented with additional information included in this notice. This
announcement constitutes the only solicitation; proposals are being
requested and a written solicitation will not be issued. This
solicitation document incorporates provisions and clauses in effect
through Federal Acquisition Circular 90-42. The following FAR clauses
apply to this synopsis/solicitation: 52.212-1, Instructions to
Offerors-Commercial; 52-212-3, Offeror Representations and
Certifications-Commercial Items (Offerors must submit a completed copy
of the Representations and Certifications with their offer): 52-212-4,
