contract with a laboratory, central security monitoring station,
information resources center, teleconferencing center, and a number of
special access rooms and conference/training spaces. The contract
encompasses all utility systems, support systems, interior finishes,
exterior finishes, exterior grounds maintenance, housekeeping services,
trash removal and disposal, and all other associated services.
Specifically excluded are base period and up to four option periods.
The work will provide for complete operations, inspection, maintenance,
and repair services for the National Ground Intelligence Center (NGIC),
Charlottesville, VA. The facility is currently UNDER CONSTRUCTION with
an anticipated completion date of January 2001. The facility will
include approximately 24,000 gross square meters and includes the site
which is approximately 29 acres. The facility will be three stories
high on the parking lot side and five stories high on the river side.
Of the occupied space in the facility, approximately 50% is allocated
to office (administrative) type space with the remainder divided
between special and support spaces which include laboratories,
auditorium, cafeteria/dining area, fitness center automated data
processing center, visual information computer LAN systems, intrusion
detection systems, security systems, computer cabling, cable television
systems, and internal communication systems of any type. The contractor
shall install, staff, and maintain a maintenance office at NGIC to
serve as control point for operations and maintenance work under this
contract. This office will be located within the NGIC facility at the
spaces designated in the solicitation. The contractor will be required
to provide staff during the final stages of construction to witness,
observe, and participate in the final commissioning and start-up of the
facility. All contractor staff working at NGIC will be required to
obtain and hold a TOP SECRET security clearance. These clearances must
be in place prior to January 2001 when the facility begins its
mission. Contract base and option periods may be adjusted to run
concurrently with the government's fiscal year. The solicitation will
be available on compact disk (CD-ROM), limited to one per firm, and
will be provided free of charge. Total number of compact disks
available for distribution may be limited. The solicitation will not be

(Please note that the site itself will not be operational before 05 JAN

DOD Central Contractor Registration (CCR) database prior to award.
Lack of registration in the CCR database will make an offeror
