Removal and disposal of hazardous waste from U.S. Military
Installations located in Turkey at Incirlik, Ankara, Izmir. Service
contract for the inspecting, packaging, loading, unloading, removal,
transportation, and disposal/recycling of hazardous/special wastes. The
majority of hazardous/special waste will be generated at Incirlik.
Removals from Izmir and Ankara will only be requested in a country
which is a signatory to the Basel Convention. SP4420-00-R-0007 will be
issued on or about January 28, 2000. Approximate closing date is March
24, 2000. This solicitation will result in a requirements-type contract
being awarded to one contractor. This contract will have an 18-month
base period and two, 18-month option periods. Performance will be
requested by issuance of written task orders against the basic
contract. Qualifications: Prospective contractors or subcontractors
must be able to meet Turkish environmental laws and regulations, as
well as any applicable European Union Regulations governing
identification, packaging, labeling, and placarding of dangerous goods
for transportation, and the May 1989 Basel Convention on the control
of Transboundary Movements of hazardous waste and their disposal and
its amendments. The standards apply not only to the country in which
the waste is generated and disposed, but also any transient countries
through which the waste is transported, including the United States of
America. The contractor is responsible for researching, arranging and
making any necessary contacts to verify all transportation methods and
routes proposed. The final contract award decision will be based on a
combination of price and other factors described in the solicitation.
