The National Institute of Standards and Technology (NIST) intends to enter into a sole source contract with Harvard University, Office of Sponsored Research, Cambridge, MA, under the authority of 41 U.S.C. 253(c)(1)- Only one responsible source. The Atomic Physics Division carries out a broad range of experimental and theoretical research in atomic physics in support of emerging technologies, industrial needs, and national science programs. This procurement is a continuation and consolidation of collaborative efforts undertaken by researchers at Harvard University in the field of precision spectrometry in support of NIST's efforts. Specifically, the University's research group has many years of experience in VUV interferometry and refractometry. They were the first research group to operate a Fourier transform spectrometer in the vacuum ultraviolet (VUV) on a synchrotron radiation source. In recent years the group has contributed to the development of VUV Fourier transform spectrometers. Award of a contract to a source other than Harvard University would result in substantial duplication of cost to the Government that is not expected to be recovered through competition, and would result in unacceptable delays in the Division's mission. The Government anticipates the award of a Task Order contract. The period of performance will be from date of award through 12 months thereafter, with four 1-year options. The proposed requirement is for services for which the Government intends to solicit and negotiate with only one source under authority of FAR 6.302-1. Interested parties may identify their interest and capability to respond to this requirement. This notice is not a request for competitive proposals. A determination not to compete this proposed contract based upon responses to this notice is solely within the discretion of the contracting officer. A solicitation document is not available.
