NASA/ARC plans to issue a IFB/ Request for Offers to provide labor,
equipment and materials required for the "Restoration of Electrical
Power Distribution System Phase 2" at NASA-Ames Research Center,
Moffett Field, CA. The project has been designed completely in metric
units, and all shop drawings and submittals shall be in metric. Factory
and field testing of new equipment and installation of wiring and
underground/overhead conduit work is part of the project. The work for
the base bid includes: Replace four 115,000 volt air switches and five
115,000 volt oil circuit breakers in substations N225 and N225B with
new SF6 gas circuit breakers and new air operated switches. Replace
existing protective relays in electrical substations N225B and N225 as
shown on contract drawings with new microprocessor base relays. Remove
several existing oil fused cutouts and transformers in various
buildings at Moffett facilities. Additive Item #1: Replace additional
115,000 volt air switch oil circuit breakers with new SF6 gas circuit
breakers in substations N225 and N225B. Additive Item #2: Replace
existing relays for Systems A, B, C and D. The microprocessor relays
shall be furnished by the Government and shall be installed by the
Contractor. Additive Item #3: Replace several oil circiut breakers and
transformers in Buildings N213, N221, and N226. The order of magnitude
for the procurement is between $1,000,000 and $5,000,000 and the effort
shall be completed within 300 calendar days after notice to proceed.
This procurement is a total small business set-aside. See Note 1. The
SIC Code and small business size standard for this procurement are 1731
and $7 Million, respectively. The anticipated release date of the RFO
is on or about January 10, 2000 with an anticipated offer closing date
of on or about February 10, 2000. The firm date for receipt of bids or
offers will be stated in the RFO. All requests for copies of
solicitation RFO2-36847-RLG should be in writing and be directed to Mr.
Chris Wolfe. Verbal requests will not be accepted. Facsimile requests
will not be accepted. THERE WILL BE A NON-REFUNDABLE CHARGE OF $70.00
FOR EACH SET OF PLANS AND SPECIFICATIONS. MAKE CHECK PAYABLE TO DMJM,
INC., AND MAIL TO THE ATTENTION OF MR. CHRIS WOLFE, MAIL STOP 213-13.
All QUALIFIED responsible sources may submit a bid which shall be
considered by the agency. An ombudsman has been appointed -- See
