Firearms (ATF) intends to negotiate a sole source acquisition with
T.W.T. Consulting Services 8825 Darley Drive, LaPlata, MD 20646 to
provide Technical Support Services for the review of industry requests
for the classification of explosives products and requests for
variances from previous classification determinations and regulatory
guidelines of a unique scientific nature. An expert consultant is
required to provide the following services: review correspondence and
other queries submitted by Federal, State, and local agencies regarding
the proper classification of explosives, incendiary devices or
materials, and propellant and explosive industrial tools and devices.
examine each classification request for merit under 18 U.S.C., Chapter
40, and 26 U.S.C., Chapter 53; confer with pertinent ATF officials and
explosives industry representatives. issue classification determination
recommendations to the Chief, Arson and Explosives Programs Division;
design, prepare, direct, conduct, and document explosive and incendiary
device field tests to support explosive industry regulatory
classifications. establish test methods and procedures, construct
support equipment, enforce all safety guidelines and standard operating
procedures, and prepare associated reports. perform research on
technical aspects of explosives investigation program initiatives and
make recommendations about training, equipment, and staffing issues.
design and instruct a Federal Explosives Law course and other
explosives-related courses of instruction for explosive enforcement
officers; because of the unique nature of services required this
contractor is the only known source for this expertise. This
procurement is a small business set-aside and will follow both
commercial and simplified acquisition procedures. No solicitation
package is available. Award will be made utilizing the simplified
acquisition procedures under FAR Subpart 13.5. Award will be made15
days after date of publication of this notice. Awarde must complete a
SF-3381, ACH Vendor/Miscellaneous Payment Form, for payment via
