E -- PRIVATIZATION OF NATURAL GAS, ELECTRICAL, DOMESTIC WATER DISTRIBUTION, AND WASTEWATER UTILITY SYSTEMS AT FORT BRAGG, NC SOL DACA87-00-R-0006 DUE 030120 POC Van E. The U.S. Army Engineering and Support Center, Huntsville intends to procure services for the privatization of the natural gas, electrical, and domestic water distribution systems, and the wastewater utility system at Fort Bragg, NC (to include service to Pope Air Force Base) as authorized by 10 U.S.C. 2304 and 40 U.S.C. 474(3). Proposals that include the commodity (electricity, gas, and water) associated with these systems will be considered. Fort Bragg is located just outside of Fayetteville, NC and covers an area of approximately 130,000 acres. The total daytime population can be approximated at 100,000 (active duty military, retirees, dependents, and civilian work force). Privatization is a process by which the Government sells its utility systems to a municipal, private, regional, district, or cooperative utility entity and contracts with the entity to own, operate, maintain and improve the utility systems as commercial systems. The contract for the operation of the system is considered a utility service contract with a potential term of 50 years. It is anticipated that the Request for Proposals (RFP) will be issued on or about 14 Jan 00. A pre-proposal conference/site visit will be scheduled approximately two weeks following release of the RFP. Technical evaluation factors will be set forth in the solicitation. SYNOPSIS: The natural gas distribution system serves approximately 1,303 buildings throughout the installation. It consists of approximately 262,700 linear feet of pipe, ranging from less than 2 inches to 8 inches in diameter. The system was constructed for the most part in the 1970s (coated and wrapped steel) with some additions in the 1990s (polyethylene). System pressure varies at different locations. A metering and pressure reduction station is located within the perimeter of the installation. The system also includes approximately 193 valves of varying sizes, and 9 main meter/regulator locations. Electrical power is supplied to Fort Bragg by the Carolina Power and Light Company (CP&L)via CP&L's 230 KV transmission system through three CP&L substations located within the installation perimeter. Feeders and distribution lines also supply electrical power to Camp Mackall, the Mott Lake Recreational Area, Pope Air Force Base, Ranger Station 3, Recondo School on Manchester Road, and to the Overhill Area (formerly the Rockerfeller Estate). The electrical distribution system consists of approximately 176 miles of overhead primary distribution (26 distribution feeders), approximately 49 miles of underground primary distribution, and approximately 4,150 streetlights. Excluded from this solicitation are Bougainville, Anzio Acres, and Casablanca housing areas that are served at the retail level by CP&L. Also excluded are the downrange electrical distribution systems of the automated targetry ranges. Fort Bragg currently treats surface water, taken from Little River, through the installation's 10.6 million gallons per day water treantment facility located on the north side of Pope Air Force Base. The raw water pumping station located on Little River's south bank houses a travelling screen assembly and ten raw water pumps which pump the water through three parallel mains, two 16-inch and one 12-inch, to the potable treatment facility. The ten raw water pumps have a combined capacity of 30,400 gpm. An additional standby supply of potable water is available from the city of Fayetteville PWC through an interconnection to the city's 24-inch water main at the intersection of Gruber and Murchison Roads. Moore Water and Sewer Authority supplies water to Camp Mackall. Fort Bragg distributes treated water through the Main Cantonment Area and Pope Air Force Base via approximately 224 miles of water distribution lines ranging from less than 4 inches to 48 inches in diameter. Treated water from the treatment plant is temporarily stored in three clear-wells prior to distribution. Water is pumped through the 8 high lift-pumping stations located within the water treatment plant. Total capacity of these 8 lift stations is 14,700 gpm (21.2 MGD). There are approximately 2,200 main valves, approximately 1,360 fire hydrants, and 8 storage tanks (total storage capacity is approximately 4.2 million gallons). The Camp Mackall water system consists of approximately 26,000 feet of water mains ranging from less than 4 inches to 8 inches in diameter, five main valves, and 3 fire hydrants. Pope Air Force Base water system within the fence boundary is also included in this contract. Fort Bragg's existing wastewater collection system consists of approximately 179 miles of sewer mains ranging from less than 4 inches to 36 inches in diameter. There is approximately 6,200 feet of 8-inch sewer located in Camp Mackall. Sewers located inside the fence of Pope Air Force Base will also be included in this contract. There are approximately 38 lift stations and 9.5 miles of force mains included in the wastewater collection system, which serves the Main Cantonment Area and Pope Air Force Base. Nine of the lift stations are considered major lift stations with emergency power provided. The major lift stations are monitored at the wastewater treatment plant. Lift stations and collection systems located within the fence of Pope Air Force Base will also be included in this contract. There are approximately 3,060 manholes located on Fort Bragg and Pope Air Force Base and approximately 22 manholes located on Camp Mackall.
