Architect-Engineering services for support of the District of Columbia
Public Schools (DCPS) Capital Improvements Program and other Baltimore
District projects. Up to 5 Indefinite Delivery-type Multi-Discipline
contracts for the Baltimore District that may be used to support other
Baltimore District Missions will be awarded under this solicitation.
These will be independent contracts with a maximum total value of
$3,000,000 each. This is not a multiple award scenario as defined under
FASA. Contracts may be issued up to nine months after selection
approval. Contracts will be issued basked on the order of ranking of
the firms by the selection board. The number of contracts that will be
issued will be dependent on the amount of work that will be required.
The contract(s) will each be for a 12-month period and will contain an
option to extend for up to two additional 12-month periods. The
contract amount will not exceed $1,000,000 per period. Individual task
orders shall not exceed the annual contract amount. Task orders will
be assigned based on the AE's workload, geographic area, specialized
experience, and project requirements. The majority of the work will be
for the DCPS but may be used for other Baltimore District projects.
Project Information: A. The work will be primarily for the support of
the District of Columbia Public Schools Capital Improvement Program for
planning and design of new school and renovation of existing schools.
A primary effort will be to prepare facility design standards and
guideline manuals. The design standards and guideline manuals shall
ensure uniform, energy-efficient, functional, cost-effective,
high-quality, easily maintainable, forward-thinking educational and
technological facility components. Critical analysis of space and
material components necessary for the construction of elementary,
middle, and high school facilities, including inter-agency space, may
be required. It serves as a planning guide for those in the process of
building, enlarging, or renovating school facilities. Products of the
AE may consist of bracketing parameters to ensure a proper fit between
the size of each common functional space and the student population
served, common functional spaces used by the entire school population
and sized dependent upon student population; historical data generated
by but not limited to the A-E's previous school experience; space
lists included but not limited to those spaces listed in the
educational planner's design standards and/or guideline manuals.
SELECTION CRITERIA: The selection criteria are listed below in
descending order of importance.a. The selected firm(s) or it's
consultant(s) shall have experience in the development of these types
of documents for at least one major school entity in the United States
of comparable size to the District of Columbia Public School System.
Products of the work may consist of preparation of reports, studies,
design criteria, designs and other general A-E services for
multi-disciplined alterations, renovations, maintenance and repair, and
new construction projects for schools. The firm must be capable of
responding to and working on multiple task orders concurrently. In
addition, the firm or its consultants shall have experience in the
following: asbestos and lead paint testing and abatement services;
design in metric units; coordination, submissions, and presentations
with the State Historic Preservation Office; and obtaining of all
necessary permits including NPDES permits. Firms may be required to
provide services for topographic surveys, and subsurface exploration
and associated testing. The firm shall discuss in the Standard Form 255
how these services will be obtained for a particular task order. The
following 3 items do not have to be discussed in the SF 255: 1) the
firm selected shall provide the final design products in the CADD
format used by the customer. 2) The design will not be required to be
prepared using a specific CADD system but the A-E will be required to
provide any digitizing or translation services necessary to deliver the
final products in accordance with Baltimore District requirements. 3)
The firm may be required to provide post construction award services
and other services which may include preparation of operation and
maintenance manuals, perform shop drawing review, and
commissioning/start-up/fit-up design and support. B. Key Disciplines:
Registered and/or licensed personnel for the following disciplines are
required: Architect; Civil Engineer; Electrical Engineer; Structural
Engineer; Mechanical Engineer; Fire Protection Engineer; Geotechnical
Engineer; Land Surveyor; and Industrial Hygienist. In lieu of a
registered fire protection engineer, a registered architect or a
registered engineer whose principle duties are fire protection
engineering and who is a full member in good standing of the Society of
Fire Protection Engineers will be accepted. The following other
disciplines shall be represented: Interior Designer; Plumbing Engineer;
Cost Estimator, and Landscape Architect. Theevaluation will consider
education, training, overall and relevant experience and longevity with
firm. The availability of an adequate number of personnel in the key
disciplines shall be presented to insure that the firm can meet the
potential of working on multiple delivery orders. C. Work Management:
A proposed management plan shall be presented which shall include an
organization chart and briefly address management approach, team
organization, quality control procedures, cost control, coordination of
in-house disciplines and consultants, and prior experience of the prime
firm and any significant consultants on similar projects. The SF 255
shall clearly indicate the staffing of the office indicated to do the
work. D. Past performance on DOD and other contracts with respect to
cost control, quality of work, and compliance with performance
schedules. E. The firm shall discuss in the SF 255 how these services
will be obtained for a particular task order. F. Extent of
participation of small business firms including woman-owned small
business (WOSB), Small Disadvantaged Businesses (SDB), Historically
Black Colleges and Universities (HBCUs), HUB Zone small business firms
and minority institutions in the proposed contract team, measure as a
percentage of the total estimated effort. G. Volume of DOD contracts
awarded in the last 12 months as described in Note 24. SUBCONTRACTING
PLAN REQUIREMENTS: If the selected firm is a large business concern, a
subcontracting plan with the final fee proposal will be required,
consistent with Section 806 (b) of PL 100-180, 95-507, and 99-661. A
minimum of 65% of the total planned subcontracting dollars shall be
placed with small business concerns. At least 15% of total planned
subcontracting dollars shall be placed with small disadvantaged
businesses, to include Historically Black College and University or
Minority Institutions, 1% to HUB Zone small business firms, and 8% with
women-owned small businesses. The plan is not required with this
submittal. SUBMISSION REQUIREMENTS: See Note 24 for general submission
requirements. Note 24 is written in detail in any Monday issue of the
CBD. Interested firms must submit an SF255 for the prime. SF 254s must
be submitted for the prime and for each consultant. These forms shall
be submitted to the above address not later than 4:00PM on 31 January
2000. The SF 255 and SF 254 shall clearly indicate the staffing of the
office indicated to do the work. Only one copy of a submission (SF
255/SF254) is required at this time. Short listed firms may be
requested to submit up to 2 additional copies of their proposal. The
Baltimore District does not retain SF 254's on file. In block 9 of the
SF 255, the prime shall provide contract award dates for all projects
listed in that section. One Preselection Board and one Selection Board
will be conducted from this solicitation. Telephone interviews with be
conducted with the short listed firms. In order to comply with the
Debt Collection Improvement Act of 1996, all contractors must be
registered in the Central Contractor Registration (CCR) to be
