202-482-1512 SHAPE intends to go out on an international call for bids
for Traffice Engineering Investigation services to evaluate route
network damages and restoration efforts since KFOR Theatre
Implementation. Requirement calls for a determination of the current
state of the MSR to include road surface and substructures and
supporting structures (bridges and culverts). In addition, a traffic
flow study on the MSR will be required to: determine the current flow
of numbers/classes of vehicles, compare NATO versus commercial/civilian
use of the MSR, perform retroactive analysis of flow during NATO's
deployment period, and provide a basis for estimating the respective
shares of NATO and commercial/civilian traffic as causal factors in
overall system degradation of the MSR to date, and expected wear and
tear on the system over the next five (5)years. Finally, provide a
listing of the necessary repairs required to return the MSR to, and
maintain it at, the minimum NATO military requirement for use as a MSR
over the next five (5) years. Partial bidding will NOT be authorized.
NATO requires contractor with extensive traffic engineering expertise.
