100 ARW Manpower and Organization Office at RAF Mildenhall, United
Kingdom is seeking potential sources, under OMB Circular A-76 Cost
Comparison Studies, to conduct commercial management, operations and
maintenance for the Supply, Transportation, and Aerospace Ground
Equipment (AGE) groups for RAFs Croughton/Barford St. John,
Fairford/Welford, and Molesworth/Alconbury/Upwood in the United
Kingdom. The work requires the following for each activity: 1.) Supply
_ provide a full range of services involving the requisition, receipt,
storage, issue, and inventory of all supplies and equipment; 2.)
Transportation _ operate vehicles in support of the base mission;
manage registered vehicles and maintain fleet records; maintain a
central dispatch operation; manage vehicle licensing and qualification;
perform vehicle and equipment maintenance; perform maintenance support;
and control and manage Contractor Operated Parts Store/Contractor
Operated Parts Depot/Blanket Purchase Agreement (COPARS/COPADS/BPA) or
similar functions; perform nonregistered, nonprogrammable vehicle and
equipment maintenance; and provide a full range of services in the
movement of personnel and their property, packing, and crating services
as well as the movement of inbound and outbound surface and air
freight, to include air passenger terminal services; and 3.) AGE _
provide powered and non-powered AGE support to aircraft and munitions
maintenance activities. The company must have the infrastructure and
work force to support operations at the three locations listed above.
The decision to retain in-house resources or to outsource will be made
on the basis of information submitted from interested parties as well
as that gathered from other sources. In the event that it is found to
be advantageous for the Air Force to outsource the work described
above, formal solicitation will be issued to interested firms who
respond to this sources sought synopsis. The period of performance for
this service will be for onebasic year beginning in January 2002 with
four (4) initial one-year option periods. This notice does not
constitute an Invitation for Bid or Request for Proposal and is not to
be construed as a commitment by the Government. The Government will
not reimburse contractors for any cost incurred for their participation
in this Sources Sought. Any company interested in submitting literature
on their capabilities and/or price estimates for use in the cost
comparison should provide their company name, address, and point of
contact to the address shown above, ATTN Capt Devallon. Do not send via
UPS or Federal Express due to the APO address. No telephone, facsimile,
or electronic submittals will be accepted. The Government will not pay
for information received. The Government reserves the right to retain
the work in-house and make no contract award. Everything submitted
